The Information Technology Program's mission is to continually enhance our services to agency divisions, WSDA employees, and ultimately the stakeholders of Washington while providing core IT services, network connectivity and software solutions in the most efficient and effective manner possible. We achieve our mission by identifying and resolving business challenges through the deployment of efficient software solutions, a secure and reliable network, and a Centralized Service Desk focusing on always delivering excellent customer service.

The IT Application Development Manager is responsible for day-to-day management of WSDA's technology application portfolio and application developer staff. A key objective for this position is the development of innovative solutions in continuation to modernize WSDA's existing application portfolio environment. This position provides technical management to staff by utilizing software development skills and experience, using the latest techniques and business best practices, to establish software development standards for the organization defining the software development architecture, and assist the application developers with the technical challenges and issues this team faces.

Position and Salary Information

WSDA is recruiting for a full-time permanent IT Application Development Manager position within the Administrative Services Division. This position is located in Olympia, Washington. This is a non-represented position.

The base pay offered will take into account internal equity and may vary depending on the preferred candidate's job-related knowledge, skills, and experience. The typical starting salary range for this position is: $ 97,308.00 - $ 127,656.00 annually.

In addition to the salary listed above, incumbents assigned to our Seattle office location receive an additional 5% King County Location Pay stipend. If a position is designated as requiring dual language skills, incumbents will also receive a 5% Dual Language Requirement Pay stipend.

Duties

Some of what you will do:

  • Develops and manages all IT application functions in collaboration with all IT teams, and business customers in the agency.
  • Creates, establishes, and implements agency-wide application policy standards following local, state, and federal regulations and controls including OCIO and OCS policies.
  • Defines and recommends IT strategies, and procedures by evaluating customer and business needs across the agency.
  • Researches industry trends and emerging technologies for evolving business processes, and system alterations.
  • Provides high-level technical guidance on complex IT projects.
  • Implements, and monitors strategic plans that tie to the agency business plans to achieve goals, objectives, work standards by developing guidelines and measures for accountability.
  • Uses broad and deep understanding of numerous IT disciplines to advance best practices to lead advice, and mentor team members on complex topics.
  • Assigns and manages develops in maintaining functionality used by software applications, including change management, security and authentication, application distribution, disaster recovery planning, support for data access, establishing email connections, search routines, and system wide configurations and reports.
  • Manages and directs developers in design and development of business applications for the agency.
  • Plans, consults, coordinates, and assists or co-facilitates the installation and maintenances of systems, hardware, software, application interfaces, or applications to include the agency standard change management process.

Qualifications

Who should apply?
Professionals with:

  • Bachelor's Degree in computer science or related field of study.
  • Five (5) years of lT work experience including three (3) years as an lTS5 or equivalent (private sector) with progressive responsibility within information technology to include two (2) years of experience in business requirements or high-level designs for business software applications.
  • Five (5) years of progressive experience in managing lT functions and systems.
  • Knowledge and application of techniques for requirements gathering and writing high-level designs.
  • Understanding of user interface design.
  • Excellent understanding of programming logic and database structure/processing.
  • Technical knowledge of and three (3) years' experience in application design.

In addition to the above qualifications, the following desired knowledge, skills, and abilities will make your application more competitive:

  • Three (3) or more years of direct management of a major lT operation.
  • Two (2) years or more experience in lT planning to support strategic business goals.
  • Working knowledge and understanding of the systems supported by the agency.
  • Effective oral communication skills and presentation skills, ability to conduct effective interviews, applies effective listening skills, ability resolve issues, effective written material, logical organization, concise and readable.
