Global Health Advisor
**THIS POSITION REQUIRES AN ACTIVE TOP SECRET CLEARANCE **
Provides advice on the development and implementation of policies and strategies regarding international health issues within the UN system and the work of the World Health Organization (WHO).
ESSENTIAL DUTIES AND RESPONSIBILITIES
Includes the following:

  • Provides advice on the development and implementation of USG policy with respect to international health issues within the UN system. Recommends policies and strategies to be applied by USG representatives - either in Washington or in the field - in relation to conduct of work which may include that of the World Health Organization (WHO) and other UN bodies or other fora where health-related matters are considered (e.g., United Nations Economic and Social Council (ECOSOC), UN General Assembly (UNGA), Pan-American Health Organization (PAHO), International Agency for Research on Cancer (IARC), Joint United Nations Program on HIV and AIDS (UNAIDS), Group of Seven (G7), and Group of Twenty (G20)).
  • Advises on implementation of the IO Bureau's oversight and coordination of USG participation in bodies such as the WHO World Health Assembly, Executive Board, and Program, Budget and Administration Committee meetings and efforts to reform WHO, as well as counterpart bodies in PAHO, IARC, and UNAIDS.
  • Contributes to efforts and activities related to the organizational and managerial structures of the WHO, its budgets, programs, constitutional mandates, committees, meetings, elections, and staffing, as well as on any political issues that may arise in the course of its work, as well as counterpart bodies in PAHO, IARC, and UNAIDS.
  • Provides senior officials within the IO Bureau and the State Department, in writing and through oral briefings, with advice on addressing issues within this portfolio, e.g., planning to advance U.S. interests, which may include providing advice on politically sensitive matters at WHO, ECOSOC, UNGA, PAHO, IARC, UNAIDS, G7, and G20.
  • Advises the IO Bureau on liaising with other bureaus and offices in the Department of State concerned with fora which may include WHO, ECOSOC, UNGA, PAHO, IARC, UNAIDS, G7, and G20, as well as with other USG agencies, including the Department of Health and Human Services (HHS), the Centers for Disease Control and Prevention (CDC), the United States Agency for International Development (USAID), the Food and Drug Administration (FDA), and other agencies that have a strong and active interest in these fora. Also serves as a point of contact for communication between the IO Bureau and the U.S. mission in Geneva on issues which may include those related to the WHO and UNAIDS, and the U.S. mission in New York which may include issues related to ECOSOC and UNGA, including Second Committee and High-Level Meetings.
  • Analyzes and evaluates problems and responds to complex technical issues which may include those related to WHO, ECOSOC, UNGA, PAHO, IARC, UNAIDS, G7, and G20, develops options and solutions, and drafts analytical briefing papers, talking points, briefing memoranda, decision memoranda, accreditation memoranda, and cables, as appropriate to each issue. Develops, writes and secures needed approval on draft resolutions, position papers, and other instructions for intergovernmental meetings, managing clearance processes for these as needed with appropriate key officials throughout the Bureau, Department, and USG.
  • Engages with U.S. mission Geneva, as well as other U.S. missions and embassies as needed on matters related to topics which may include those addressed at WHO, ECOSOC, UNGA, PAHO, IARC, UNAIDS, G7, and G20, supporting their efforts to carry out USG goals, and advising them of IO Bureau and Department-wide policies and priorities.
  • Provide support as needed with special projects or studies related to WHO, ECOSOC, UNGA, PAHO, IARC, UNAIDS, G7, and G20 or other multilateral bodies.
  • Performs all other duties as assigned.

EDUCATION AND EXPERIENCE

  • Master’s Degree or equivalent and one (1) year of relevant professional experience OR
  • Bachelor’s Degree or equivalent and three (3) years of relevant professional experience

KNOWLEDGE, SKILLS AND ABILITIES
The ideal candidate will possess:

  • This position requires an active Top Secret Clearance.
  • Knowledge of multilateral diplomacy and the UN organizational system, including methods of operation, structures and governing bodies to assist USG policymakers considering policy proposals in the decision-making process.
  • Knowledge of the policies and rules governing the conduct of international meetings, including the procedures of international conferences and related bodies, to ensure effective representation and achievement of USG policy goals.
  • Knowledge of the work carried out by WHO and other parts of the UN and multilateral system concerning health-related issues, including the governance, program, management, and political dynamics affecting these UN agencies, other relevant bodies in the UN system, and other international health and multilateral agencies to provide authoritative advice, guidance and leadership on a host of health issues in the UN system and within international health and multilateral agencies.
  • Ability to draft and edit materials clearly and constructively, in order to gain acceptance, confidence, and cooperation from senior USG officials, coworkers, staff of other USG agencies, officials of UN agencies, and representatives of other governments.
  • Ability to manage internal Department and interagency clearance processes and to identify and address matters involving IO bureau health equities, and to recognize when additional Department expert views are needed to ensure Departmental interests are protected.
  • Well-developed interpersonal skills in order to establish effective working relationships, meet and deal with others, speak effectively in meetings, exercising tact, persuasion and other diplomatic skills to gain acceptance of solutions to problems the standard location.
  • Successfully pass a federal background check and a drug screen
  • Cherokee Federal has suspended it’s COVID mandate. However it’s important to note that Cherokee Federal employees are included as covered employees in U.S. Presidential Executive Order 14042, which mandates Covid vaccines for federal contractors. Executive Order 14042 is currently not subject to enforcement by the Federal government. Therefore, Cherokee Federal has suspended application of the mandate and continues to monitor the government’s guidance on administration of any vaccine requirement.

Estimated Salary: $113,000 annually
