Why does the job exist?

Office of Broadband Access and Expansion (OBAE) is administratively attached to the New Mexico Department of Information Technology (DoIT). OBAE's vision is to Achieve bold, affordable broadband solutions for New Mexicans that honor the state's rich heritage and elevate quality of life for all. OBAE is tasked with developing grants, broadband projects, technical assistance programs, digital equity programs, and other relevant programs to support funding federal and state objectives.

The Grants Manager is the primary point of contact between grantees, grantors, contractors and OBAE staff. The Grants Manager assists in grant development and grant applications to other entities such as federal agencies. The Grants Manager also manages the full life cycle of OBAE grant programs, and monitors program compliance requirements in consultation with the Compliance Manager. The Grants Manager will work closely with the Compliance Manager, Operations Manager, Contractors, and other OBAE staff to meet OBAE's vision.

How does it get done?

The Grants Manager:
Will oversee grant programs:
  • Use RFP, grant contracts (awards) and monitoring deliverables.
  • May score applications and/or organize scoring committees as needed.
  • Set grants up in grants software.
  • Develop information to be placed on grant portal.
  • Process grants applications.
  • Assist in developing grant notices and notices of funding opportunities.

Consult with Compliance Manager to ensure awardees maintain programmatic compliance in the requirements of the specific funding:

  • Support OBAE leadership in applying for grants.
  • Scan for new grant opportunities
  • Assist in grant applications, including writing content and researching information.
  • Assist OBAE staff with setting up award ceremonies, communication strategies on grants, and community engagement events to support grant and project awareness.
  • Assist Project Managers and OBAE staff as needed.
  • Provide reports and data as necessary to the Chief Financial Officer and designee as required for audit and compliance purposes.

State and federal agencies, the Connect New Mexico Council, local governments, tribes, schools, and broadband providers.

  • Strong written and oral communications skills, with experience in public speaking and stakeholder outreach and engagement.
  • Significant experience writing, applying for, and managing grants.
  • Critical thinking skills.
  • Demonstrated performance of meeting deadlines and producing quality work
  • Works well in small dynamic teams.

Minimum Qualification

Bachelor's Degree and three (3) years program administration or project management in areas related to the purpose of the position. Substitutions apply. See Substitution Table below.

Employment Requirements

Must possess a valid New Mexico ID or New Mexico Driver's License. Pre-employment background investigation is required, and employment is conditional pending results.

Working Conditions

State of New Mexico employees may be impacted by the Public Health Order dated December 19, 2022, which requires facilities licensed or certified by the Centers for Medicare and Medicaid Services ("CMS"), including all hospital types, long-term care facilities, nursing homes, hospice facilities and rehabilitation facilities, as well as assisted living facilities and adult day care settings, to adhere to all COVID-related requirements prescribed by CMS, including, but not limited to masking and staff vaccination.

Work is usually performed in an office setting, with extensive exposure to Visual/Video Display Terminal (VDT), personal computer, tablet, printer, calculator, cellphone, copy machine, scanner, keyboard, and telephone usage. Occasional travel, working extra hours, working on weekends and holidays.
