Job Summary

Dominion Energy South Carolina located in Cayce, South Carolina has openings for GIS Technicians I/II. There are two positions which will be filled at the level commensurate with the successful candidate's education, experience, knowledge, skills and abilities.

This position will join a team of GIS editors and AutoCAD drafters in the GIS Department serving DESC. Responsible for GIS data conversion tasks including scanning, georeferencing, digitizing and attribution. The GIS Specialists constantly add, edit, and analyze data within the corporate GIS and related databases. Requires understanding of functional business processes as they relate to design, construction and operations and working understanding of data attributes that support these business processes. They are directly responsible for all electric distribution and electric transmission data, corporate land base changes, and customer related edits in a complex environment. They support the entire corporation and perform complex data analysis and custom map products for a variety of diverse projects, serving many groups and individuals throughout the corporate enterprise. As part of their work they constantly interact with Drafters, other GIS professionals, IT programmers, Engineers/Technicians, Project Managers, and many more groups both inside and outside the company. Performs and manages QA/QC processes. Flexibility and great flexible communication skills are an absolute requirement. Must be available to work emergency and planned overtime.


Works in GIS and database applications which model electric utility distribution systems. Requires understanding of functional business processes as they relate to design, construction and operations and working understanding of data attributes that support these business processes. Requires ability to create a connected model that replicates the electric distribution system. This system is the backbone for Dominion Energy Operations, including Outage Management, Customer Management, Billing, Maintenance, Switching and Safety. Performs and manages QA/QC processes. Must be available to work emergency and planned overtime.

Required Knowledge, Skills, Abilities & Experience

GIS Technician I - 0 - 2 years of GIS experience is required

GIS Technician II - 3 or more years GIS experience is required

Completion of High School and Certification in Geographical Information Systems (or related field) and 5 years of experience, OR Associate Degree in GIS and 2 years of experience, OR Bachelor’s degree in GIS and 1 year of experience.

The knowledge, skills, abilities and experience required for entry into this job include the following:

  • Strong ability to communicate.
  • Thorough understanding and proven experience in the skillful use of basic GIS editing tools, geospatial and other analysis processes, and geo concepts in the Esri ArcGIS platform is required.
  • Experience in editing utility data, geometric networks, and working within a versioned ArcFM environment is a huge plus.
  • Task oriented, able to follow standards and protocol, while staying focused performing detailed and often very repetitive task environment.
  • Perform complex analysis and edits on various datasets, for a diverse customer base.
  • Experience in using advanced GIS edit tools, conducting spatial analysis, modeling, geoprocessing, reporting, database manipulation, and project/data management are all essential skills.
  • Skilled in best cartographic practices using ArcGIS platform to create physical maps and provide support for viewer-based mapping.
  • Customer service attitude with the desire to produce high quality work that is not only correct, but also meets the satisfaction of the individual users served.
  • Prepared to work independently, function well within different team environments, get along well with others, be flexible, and be able to readily come up with unique solutions to complex problems.
  • Experience in AutoCAD drafting and interoperability with GIS is a plus.

Military service members and veterans with ranks from E3-E5, W1-W2, or O1-O3, plus appropriate equivalent combination of education and years of experience as outlined are strongly encouraged to apply.

Education Requirements

High School Diploma or GED.

Certification in Geographical Information Systems (or related field) preferred.

Associates Degree or Bachelor's Degree preferred.

Licenses, Certifications, or Quals Description

Preferred: Certificate of Proficiency in GIS from a training center, technical college or university.
