Foreign Military Sales (FMS) Analyst

This position will provide FMS financial execution support to the Threat Systems Management Office (TSMO).

Job Requirements and Duties:

  • Experience utilizing General Fund Enterprise Business System (GFEBS) and Standard Operation and Maintenance Army Research and Development System (SOMARDS).
  • Working knowledge of Army business processes and regulations regarding Foreign Military Sales (FMS) funds.
  • Ensure Foreign Military Sales (FMS) regulations and statutory requirements are adhered to.
  • Experience preparing funding documents to include LMP PWDs, SPS PRs, and MIPRs.
  • Knowledgeable of the Army Joint Reconciliation Process (JRP) and ability to understand and track Accounts Payable (A/P), Open Commits, Unpaid Obligations (UPOs), Unfilled Customer Orders (UFCOs) and Accounts Receivable (A/R) actions
  • Provide financial execution support and services for the Army's General Fund Enterprise Business System (GFEBS).
  • Review, analyze, and interpret various GFEBS financial documents and reports against established financial metrics.
  • Provide GFEBS and FMS support for daily business operations.
  • Support the DAR-Q JRP process leveraging the ADVANA system, ensuring all samples are reviewed and updated, as well as prepare Key Supporting Documentation (KSD's) for samples that are flagged for review
  • Provide Audit Readiness support under the guidelines set forth by the Assistant Secretary of the Army Financial Management and Comptroller (ASA FM&C) and the ability to research and obtain Key Supporting Documentation (KSD's) for insertion into Army Audit Repository Tool (AART)
  • Research Unmatched Transactions (UMTs) to include Unmatched Disbursements (UMDs) and Unmatched Collections (UMCs) and work with DFAS to have items posted to the accurate LOA's
  • Assist customer in creating/updating Work Breakdown Structures, Sales Orders, Purchase Requisitions, and other transactions in GFEBS.
  • Provide financial reviews and reconciliations at a staff level.
  • Support Program Management Reviews (PMRs), Working Level Meetings (WLMs) and recurring internal meetings.
  • Ability to format reports and analyze GFEBS BI/ECC data into useful information for tracking financial operations.

Qualified Candidates MUST have:

  • An ACTIVE existing SECRET Security Clearance is required, with the ability to obtain a TS SCI clearance.
  • Minimum of a Bachelor's degree with at least three years of related FMS and GFEBS experience.
  • In-depth knowledge of GFEBS and SOMARDS, with a general understanding of Army accounting processes, legacy accounting systems, and FMS.
  • Knowledge on the Army Reimbursable processes.
  • Advanced experience with Microsoft Excel and knowledge of Microsoft Office products. Must have high proficiency in Excel and the ability to manage and manipulate large amounts of data into easily interpreted reports.
  • Excellent organizational skills, with the ability to manage multiple tasks in a fast-paced environment.
  • Outstanding verbal and written communication skills with the ability to clearly and concisely communicate with all levels of an organization to include senior military and government civilian personnel.
  • Strong research and reconciliation skills.
  • Experience in Army Aviation or Missile is preferred.
