Creative Corrections is actively recruiting exceptional candidates to be considered for a FINANCIAL MANAGEMENT ANALYST position to be located in Washington, DC. This will be a contract role within INL/EX/BP. The U.S. Department of State is the lead institution for the conduct of American diplomacy and the Secretary of State is the President’s principal foreign policy advisor. The Bureau of International Narcotics and Law Enforcement Affairs (INL) keeps Americans safe at home by countering international crime, illegal drugs, and instability abroad. INL helps countries deliver justice and fairness by strengthening their police, courts, and corrections systems. These efforts reduce the amount of crime and illegal drugs reaching U.S. shores.

This position is contingent upon award of contract for BPA Call.

POSITION OVERVIEW
Title: Financial Management Analyst
LOCATION: Washington, DC.
SECURITY CLEARANCE: A Secret security clearance is required for this position; however, the contractor may begin working with an interim Secret security clearance.
CLOSING DATE: May 10, 2023

DUTIES & RESPONSIBILITIES

  • Leads and manage the overarching clearance process for International Organization Letters of Agreement (IO-LOAs) and bilateral Letters of Agreement (LOAs) for INL/EX/BP.
  • Assists in coordination of INLs funding to the United Nations (UN) and other International Organizations (IO).
  • Assists with revising and clearing IO-LOA templates with INL’s Office of Global Programs and Policy (GPP) and the INL Executive Director.
  • Leads the coordination process in preparation of USG review and approval of IO-LOAs with international organizations, including clearance and signature.
  • Leads the coordination process in preparation of USG review and approval of amendments and Anticipated Performance Completion End Date Adjustments (APCEDA) for existing IO-LOAs, including clearance and signature.
  • Reviews and processes IO-LOAs, amendments, and APCEDAs to ensure each package includes all required documentation, documentation adheres to template standards and is free of errors, and ready for INL senior leadership review and signature.
  • Addresses and resolves issues with IO-LOA packages, implementation challenges, and assists in Program Office efforts to ensure that each IO is satisfying the terms and conditions of the IO-LOA.
  • Leads records management related to LOAs with IOs, including maintaining INL/EX/BP’s “How To” page on the INL SharePoint site and INL/EX/BP’s repository for quarterly reporting.
  • Distributes and analyzes the content of INL’s universal quarterly reporting requirement for the IOs to ensure it follows established government procedures, to include the creation and implementation of the INL quarterly reporting template.
  • Assists with developing and maintaining a database to track current and past IO-LOAs, amendments, and APCEDAs.
  • Leads the development and drafting of reports and providing data regarding IO-LOAs to bureau and Department leadership, Congress, and the audit community.
  • Analyzes Bureau trends related to Bureau funding for IOs, including through the development of charts, graphs, and analytical memos.
  • Assists INL/EX/BP with coordination, planning, and update of INL’s IO-LOA tracking system: IO-Clear” including working with INL’s Office of Information Management (INL/EX/BP).

MINIMUM QUALIFICATIONS

  • U.S. Citizen.
  • A bachelor’s degree from an accredited institution, and two to ten years’ experience at the equivalent GS-12 or higher level; or an Associate's degree from an accredited institution and a minimum of twelve (12) years’ experience at the equivalent GS-12 or higher level.
  • Proficient in Microsoft Office Suite; strong multi-tasking and organizational skills.
PREFERRED QUALIFICATIONS
  • At least two years of experience in providing administrative and logistical
  • Demonstrated knowledge of the obligating mechanisms, namely IO-LOAs, used by INL in its engagement with International Organizations.
  • Demonstrated effectiveness working in team settings.
  • Strong interest in multilateral diplomacy, international organizations, transnational organized crime, and drug control issues. Experience with international organizations or multilateral settings preferred.
  • Demonstrated experience working with the Department of State.
  • Demonstrated experience developing and implementing programs focused on drug control and/or criminal justice, preferably with INL.
PERIOD OF PERFORMANCE
The period of performance for this order will be one (01) year from the date of award with the option to exercise four (04) one-year periods, subject to performance, need, and funding.

LEVEL OF EFFORT
Hours for this full-time position will be the core hours of the Department of State: Monday through Friday, 40 hours per weeks, 8 hours per day.

TELEWORK
This position has been designated as 80% telework and will require the incumbent to report to the physical work location twice per federal government pay period. This designation does not guarantee telework privileges for the contractor employee; INL reserves the right to expand the requirement for in-person presence at the physical work location if the contractor employee is unable to successfully perform the duties and responsibilities of the position remotely. INL may also require the incumbent to report to the physical work location additional days within a pay period as required to support office or program needs.

SUPPLEMENTAL HOURS
Supplemental hours for this position are authorized in accordance with the award and shall not exceed the designated ceiling.

TRAVEL
Travel is authorized in accordance with the award and shall not exceed the designated ceiling.

The physical work location is located at INL/EX/BP office at State Annex 1 (SA-01), Colombia Plaza, 2401 E St. NW, Washington, DC 20520
