Description

The Executive Director of Enterprise Platform Implementation will be an integral leader of the broader Transformation team that drives the delivery of a large-scale Facets re-implementation across the enterprise. This role will be accountable for driving delivery of enterprise-wide business outcomes, system implementation, and organizational change and managing internal and external stakeholders related to Facets re-implementation. This role requires coordination across functional teams, including Plan Operations (i.e., Enrollment, Configuration, Claims), Medical Policy and Utilization Management, Healthcare Experience & Advocacy Delivery, and Finance, to oversee the end-to-end re-implementation of Facets.

ESSENTIAL FUNCTIONS

Overall Management Responsibilities:

  • Collaborates with the executive leadership team and other core leaders to identify interdependencies and ensure workstreams maintain continuous alignment with scope and objectives
  • Works with the team to identify and resolve issues and problems affecting their area and provides them with counsel, guidance, and direction as appropriate to foster a culture of empowerment
  • Attracts, develops, and retains talent to create high-performing teams
  • Establishes positive working relationships with vendors and other business entities throughout Providence Health Plan and Providence St Joseph Health
  • Identifies key capital needs and develops and manages annual operating budget as appropriate

Core Functional Competencies

  • Drives the end-to-end delivery of a large-scale Facets re-implementation / installation and organization change management across the enterprise
  • Accountable for successful design, build, testing, and deployment / go-live and associated project timelines, key milestones, and communication of project status to senior leadership
  • Oversees and manages program scope across all impacted functions, ensuring Facets re-implementation delivers according to the project charter and task order and adheres to stated business objectives / requirements
  • Defines the scope of Facets architectural design / upgrade, considering implications on technical and business process designs
  • Defines key outcomes of Facets re-implementation and oversees the progression and achievement of these outcomes throughout the re-implementation process
  • Oversees project change requests / documents amendments to scope changes
  • Leads a team of Project Managers and Facets implementation resources
  • Directs the timing and prioritization of tasks to Project Managers / Facets implementation resources
  • Provides guidance on resolving issues / roadblocks and constraints / dependencies, with support of functional leadership, to successful re-implementation
  • Oversees and provides guidance on implementation timeline, resource plans, and cost plans to ensure that project objectives and business outcomes drive the intended change across the organization
  • Manages and provides guidance on project communication plans to ensure impacted teams, internal / external stakeholders, and sponsors are informed of project accomplishments, status, health, risks and issues; and responds to the needs of impacted stakeholders
  • Establishes and oversees guardrails and processes to ensure that Facets re-implementation processes are performed in a coordinated, structured, tested, and well documented manner to maintain ongoing critical business operations across the organization
  • Oversees and anticipates potential program delays, risks, and dependencies and drives accountability with impacted stakeholders
  • Ensures impacted stakeholders develop and deliver mitigation plans as needed
  • Oversees the tracking and reporting of resource constraints and project costs against budgetary requirements
  • Drive adherence to regulatory requirements associated with Facets re-implementation / ongoing project maintenance

QUALIFICATIONS

  • Bachelor's Degree in any relevant field; of equivalent experience
  • Master's Degree in Business Administration, Healthcare Administration, Operations Management, or a related field; or equivalent experience
  • Project Management Professional (PMP) or Program Management Professional (PgMP) certification is preferred
  • Completion of advanced-level educational program in business process improvement, project management; or equivalent experience
  • 7+ years of experience in managing large-scale Facets projects (e.g., migration, implementation, and upgrade) within a large health plan
  • Minimum of 5 years of experience acting in managerial / cross-functional roles at a health plan or other related roles with a track-record of successfully coordinating projects spanning multiple functions across the enterprise
  • Prior experience managing transformational initiatives and/or entire business units / an expansive purview (i.e., dozens of FTEs)
  • Past or present experience working in or with an integrated health system; supply chain; financial accounting; information systems; business process improvement; professional consulting experience
  • Possesses the ability to establish / maintain relationships with a variety of business and health care executives while collaborating across multiple functional areas, businesses and organizations
  • Demonstrates the ability to lead and work within virtual/hybrid team settings, and to influence senior stakeholders during times of significant change, transition, complexity, and ambiguity
  • Is highly detail-oriented, independent, and self-directed with demonstrated strategic thinking and sound business judgment to account for the complexities of large-scale initiatives
  • Possesses the ability to balance multiple projects simultaneously while maintaining the ability to exercise rapid business acumen and judgment to support effective real time decisions as urgent and emergent needs arise
  • Possesses the ability to inspire and motivate managers to build and grow high-performing teams
  • Has a nuanced understanding of complexities of the healthcare industry, health plan dynamics / operations
  • Has knowledge of core health plan operational functions and their interdependencies (e.g., claims, benefits, enrollment, billing)
  • Has comprehensive experience with Facets core administrative platform in a project management and / or implementation role
  • Has strong business acumen
  • Demonstrates project management skills with an ability to implement multiple, large-scale and complex, cross-functional projects simultaneously
  • Ability to work under pressure and in time-sensitive environments
  • Possesses a high level of creativity and problem-solving skills to resolve unexpected issues in real-time as they arise
  • Possesses proven ability to handle end-to-end platform migration / implementation starting from platform assessment to platform selection and deployment
  • Demonstrates the ability to develop and present executive level reports and presentations
  • Ability to persuade and influence cross-functional stakeholders, and senior executives
  • Exhibits high emotional intelligence, prefers to work in a collaborative team-based environment across internal departments and possesses the ability to build rapport and credibility with business leaders.
