Responsibilities:

The primary role for the Employee Relations Specialist will be investigations across all areas and all levels of MSTS and with primarily with non-bargaining unit employees. Strong communication skills are imperative to this role as this person will interact with everyone from the executive office to individual contributors. This individual will need to work independently and exude confidence and professionalism. The working location will be split between the Nevada National Security Site (located 65 miles northwest of Las Vegas, Nevada), and the North Las Vegas complex.


Key Responsibilities
  • Provide senior-level services in Employee Relations.
  • Experienced investigator in harassment, discriminations and issues including disciplinary actions.
  • Primary point of contact for all investigating concerns and complaints.
  • Develop comprehensive internal and external reports on investigations.
  • Strong writing skills required.
  • The ability to work effectively with upper management and Legal to resolve issues and complaints.
  • Assists the Staff Relations Manager in the identification of problem areas and recommends remedial actions.
  • Exercise initiative and applies knowledge and experience to resolve problems where established procedures may not be specific.
  • Demonstrated knowledge on current employment law changes specifically in California, Nevada, New Mexico, and Maryland.
  • Develop and conduct briefings for organizations based on organizational needs and changes in employment law.
  • Respond to concerns from management, employees, contractors, and other sources.
  • Maintain strict confidentiality of all information concerning employee issues/concerns.
  • Participate in Disciplinary Action Review Board (DARB) meetings as appropriate.
  • Interfaces with Legal, Internal Audit, and Labor Relations as needed.
  • Will cross train and work with Labor Relations as needed.
  • In conjunction with other ER employees create articles for ER related issues.
  • Provide support for the Office of Federal Contract Compliance Programs (OFCCP) audits.
  • Handling consequences of positive drug/alcohol screenings.
  • Back up for the drug testing program, Affirmative Action Plan, filing of EEO reports and Vets 4212 reports.
  • Perform other related work as assigned by the Manager.
Qualifications:
  • Bachelor’s Degree in Human Resources or related field and at least 8 years of professional level experience, or equivalent training and experience.
  • Thorough Knowledge of Human Resources principles, EEO and AA Laws.
  • Possessing Professional Human Resources (PHR) and PHRca or Society for Human Resource Management Certified Professional (SHRM-CP), is desired or able to obtain certification.
  • AWI certification preferred or the ability to obtain the certification.
  • Knowledge of legal requirements affecting the Employee Relations function.
  • Willingness to work flexible hours and work at the Nevada National Security Site (NNSS).
  • Adapt to changes in the work environment and deal with unexpected events, conflicting deadlines, frequent interruptions, and multiple tasks.
  • Successful candidate must have good writing skills and the ability to work with all types of individuals in all types of settings.
  • Must be detail-oriented.
  • Demonstrated skills in conducting research, conducting investigations and drafting actions to be performed.
  • Must possess excellent presentation skills, and be able to conduct EEO, AA, and Harassment briefings.
  • Demonstrated ability to create and maintain highest levels of confidentiality when dealing with employee and management concerns/issues, proprietary information and sensitive situations.
  • Advanced computer skills with software applications such as MS Office (Word, Excel and PowerPoint) and strong analytical skills.
  • Demonstrated ability to independently apply and carryout policies and procedures within assigned area of responsibility.
  • Must be able to prioritize and plan work activities.
  • Demonstrated ability to apply knowledge and experience to ensure that requirements are handled professionally.
  • Must be able to demonstrate accuracy and thoroughness in work and monitor own work to ensure quality.
  • Ability to listen and organize information correctly.
  • Must possess initiative and ability to apply knowledge and experience where established procedure may not be specific.
  • Willingness to work flexible hours and work at the Nevada National Security Site (NNSS).
  • The primary work location will be split between the Nevada National Security Site (located 65 miles northwest of Las Vegas, Nevada) and the North Las Vegas complex.
  • Work schedule for this position will be 4/10’s, Monday – Thursday (subject to change).
  • Pre-placement physical examination, which includes a drug screen, is required. MSTS maintains a substance abuse policy that includes random drug testing.
  • Must possess a valid driver’s license.
MSTS is required by DOE directive to conduct a pre-employment drug test and background review that includes checks of personal references, credit, law enforcement records, and employment/education verifications. Applicants offered employment with MSTS are also subject to a federal background investigation to meet the requirements for access to classified information or matter if the duties of the position require a DOE security clearance. Substance abuse or illegal drug use, falsification of information, criminal activity, serious misconduct or other indicators of untrustworthiness can cause a clearance to be denied or terminated by DOE, resulting in the inability to perform the duties assigned and subsequent termination of employment. In addition, Applicants for employment must be able to obtain and maintain a DOE Q-level security clearance, which requires U.S. citizenship, at least 18 years of age. Reference DOE Order 472.2, “Personnel Security”. If you hold more than one citizenship (i.e., of the U.S. and another country), your ability to obtain a security clearance may be impacted.

(position will be cleared to this level). Reviews and tests for the absence of any illegal drug as defined in 10 CFR Part 707.4, “Workplace Substance Abuse Programs at DOE Sites,” will be conducted. Applicant selected will be subject to a Federal background investigation, required to participate in subsequent reinvestigations, and must meet the eligibility requirements for access to classified matter. Successful completion of a counterintelligence evaluation, which may include a counterintelligence-scope polygraph examination, may also be required. Reference 10 CFR Part 709, “Counterintelligence Evaluation Program.”

Annual salary range for this position is: $94,972.80 to $144,851.20.

Starting salary is determined based on the position market value, the individual candidate education and experience and internal equity.
