Job Summary

The HIV Eligibility Specialist works in collaboration with other HIV Benefits and Eligibility staff, government professionals, and stakeholders to review program applications—and all Ryan White applications for Centralized Eligibility. They serve as the subject matter expert for the team on eligibility, enrollment, and related procedures and provide lead work direction to Eligibility Navigators. Additionally, this position supports the development, review, editing, and implementation of Program HH eligibility and enrollment policies and procedures. Finally, this position supports other areas in HIV/AIDS operations, program development, and enrollment, as well as integration with the Disability Services Division.

Responsibilities include, but are not limited to:

  • Use electronic records and applications and documents submitted by applicants and program enrollees to perform Program HH eligibility and enrollment;
  • Be an active participant and initiator in supporting the development and implementation of Minnesota’s HIV (Program HH) benefits and eligibility policies and procedures;
  • Communicate eligibility determinations and program rules to applicants/enrollees as well as associated providers including community case managers and benefit counselors;
  • Actively prepare for and participate in stakeholder, community meetings, or HIV-related groups;
  • Actively assist in Program HH quality improvement processes.

Qualifications

Minimum Qualifications

To facilitate proper crediting, please ensure that your resume clearly describes your experience in the areas listed and indicates the beginning and ending month and year for each job held.

Two (2) years of experience providing administrative support determining eligibility for community-based health care programs.

Experience must clearly demonstrate:

  • Customer services skills to interact with stakeholders for eligibility and communicate program policies and procedures effectively in-person and via email;
  • Knowledge of HIV-related basics, Program HH policy and procedures, and general HIV information;
  • Computer skills with the ability to navigate multiple screens and databases;
  • Experience entering data into online database for electronic records, MMIS,MAXIS, and CRM systems;
  • Experience working in a fully electronic system for managing client information for benefits eligibility determination;
  • Experience reviewing income, taxes, and medical information as it relates to program eligibility and have a understanding of Minnesota insurance landscape;
  • Understanding of Health Insurance Portability and Accountability Act (HIPAA) compliance standards.

Preferred Qualifications

  • Variety of experiences working effectively with people from backgrounds and cultures different than your own;
  • Experience implementing and maintaining consistent, accurate policy and procedures in determining program eligibility;
  • Analytical ability to review policies and procedures for barriers, gaps, or enhancements;
  • Experience entering data into CareWare System;
  • Lived experience with HIV, in a community more often impacted by HIV or experience working with communities most impacted by HIV.

Additional Requirements

  • Minnesota Department of Human Services (DHS) criminal background check will be conducted on all finalists for this position. Finalists must pass the DHS background check.
