Goochland County Department of Finance is accepting applications for Director of Purchasing to oversee procurement and management of a variety of commodities and supplies for the County.

Essential Functions

  • Acts as purchasing agent in the procurement of goods, services, supplies, and equipment for the County.
  • Formulates the general policies and procedures for the County purchasing programs.
  • Directs or performs the verification of requisitions and determination of propriety of purchase.
  • Reviews procurement documents for consistency with specifications.
  • Directs or personally performs the preparation of proposals, issues purchase orders, and recommends the awarding of contracts to vendors, verifies commodity and service quality.
  • Presides at bid openings, takes all pertinent information relating to the bid process, processes legal advertisement on bids.
  • Oversees all questions on purchasing matters, interviews vendor representatives on price changes and trade and case discounts, searches for new innovation in goods being offered for sale.
  • Manages surplus property and materials, keeps aware of departmental needs for possible use of surplus items, sells or otherwise disposes of surplus items.
  • Negotiates the County purchasing agreement for gas, diesel fuel, and oil.
  • Negotiates leases.
  • Negotiates damage on received materials.
  • Oversees County auction.
  • Signs contracts/purchase orders as agent of the County.
  • Processes request for proposals (RFP’s) for professional and non-professional services.
  • Performs other duties assigned.

Knowledge, Skills and Abilities

Knowledge of public procurement and ability to analyze, interpret, and apply purchasing laws, policies, and regulations. Thorough knowledge of the laws relating to public purchasing that are stipulated by the Code of Virginia and local ordinances. Must have knowledge of various methods of procurement, general business, and principles of contracts. Must have good professional and administrative judgement combined with excellent communication skills, both oral and written. Must be able to work independently and meet deadlines. Must know how to establish and maintain successful working relationships with department heads, County staff, government officials, and the public. Requires strong analytical skills and customer service skills. Requires comprehensive knowledge of specification development, contract negotiating and administration, insurance and bonding requirements, and contractor licensing. Knowledge of and experience with automated procurement systems and experience with MS Office software preferred.

Education, Experience and Training

Bachelor’s degree in a related field required with at least three years of progressively responsible purchasing experience (governmental preferred) – OR – Any equivalent combination of education, experience, and/or training sufficient to demonstrate the knowledge, skills, and abilities is acceptable. Virginia Institute of Procurement VCA or VCO certification highly preferred
