GENERAL DESCRIPTION OF POSITION
The Director, Community Engagement provides leadership, management and vision necessary to meet organizational goals and objectives, establish SCFHP as a responsive, trusted and active partner in the community, and heighten awareness of SCFHP by collaborating with community partners, stakeholders, members and providers, with direct responsibility for developing strategies to build new and enhance existing relationships, and lead and advance shared initiatives. The Director provides leadership, vision and management for the Community Resource Center(s) (CRC) to optimize programs and services provided to members and the community, improve the health of communities, increase awareness of SCFHP and the CRC(s) in the community, and leverage opportunities and partnerships with community based organizations (CBO's).

ESSENTIAL DUTIES AND RESPONSIBILITIES

To perform this job successfully, an individual must be able to perform each essential duty listed below satisfactorily.

  • Develop department priorities, strategies and goals, and provide input to organization regarding the same, for community outreach and engagement, CRC programming, utilization, and operations, community initiative and event participation, and sponsorships. Develop and maintain associated departmental plans, appropriate milestone charts, and related schedules.
  • Build strategic relationships with community-based organizations, public agencies, and key community stakeholders, increasing their understanding and appreciation of SCFHP; identify and act upon opportunities for SCFHP participation or partnership in external initiatives/activities in alignment with SCFHP organizational objectives.
  • Develop and lead approach to engaging underserved and marginalized communities, including low-income, immigrants, people with disabilities, LGBTQ+, and non-English speaking residents.
  • Ensure SCFHP, its mission, programs, and services are consistently presented in a strong, positive manner.
  • Lead multi-disciplinary and cross-functional projects and teams to implement and enhance CRC programming, improve utilization, and support day-to-day operations. Provide supervision of the Supervisor, CRC.
  • Provide strategic oversight of the CRC to ensure the center maintains successful operations to serve the health and social needs of members and residents, while partnering purposely with community and system organizations. Collaborate with key internal departments for identification, review and/or approval of proposed curriculum or services for the CRC. Guide the strategic approach of the CRC, including program management, outreach & engagement, collective impact opportunities, partnerships, data collection, and evaluation.
  • Support CRC management in resolution of operational issues. Collaborate with management from Customer Service, Health Services, IT, Marketing, or other departments when resolving systemic or complex member issues or working on program projects to support business needs. When needed, act as backup to CRC Management.
  • Provide leadership to the Manager, Community Outreach, to intentionally manage and enhance the perception of SCFHP and SCFHP’s health programs in Santa Clara County and maximize the CRC’s impact. This includes identifying key community stakeholders and developing, managing, and nurturing significant collaborations with key stakeholders such as community-based organizations, business/community/government leaders, and others.
  • Collaborate with Director, Marketing & Communications to develop various marketing materials and/or marketing plans for community outreach and the CRC.
  • Solicit member, resident and community stakeholder feedback during focus groups, advisory meetings, surveys, and regular interaction with participants. Establish new programs and services best suitable for the CRC’s needs based on feedback.
  • Work closely with property owner and Director, Facilities to ensure resolution of higher-level and complex issues pertaining to CRC’s security, maintenance, issues, etc.
  • Develop, manage, and/or provide input to budgets for community outreach and engagement, and for CRC programming, operations and capital budgets; lead or participate in the development, negotiation of and monitoring of contracts and subcontracts related to the CRC and its activities; manage expenses, monitor performance to budget and identify areas of risk.
  • Track, analyze and report on outcomes of programs and activities. Use analysis to inform future CRC and outreach strategies and tactics.
  • Stay informed on the health and social needs, and other trends impacting members and residents by collecting data, conducting research and analysis to updating SCFHP community engagement and impact strategy as needed to meet changing needs.
  • Develop, maintain, and use policies and procedures, operating instructions and tools needed to support departmental activities.
  • Analyze and track compliance with applicable regulatory and reporting requirements; monitor new requirements and update required documents accordingly.
  • Attend and actively participate in department meetings, trainings, and coaching sessions.
  • Attend offsite meetings or events as necessary.
  • Perform other related duties as required or assigned.

SUPERVISORY/MANAGEMENT RESPONSIBILITIES

Carries out supervisory/management responsibilities in accordance with SCFHP’s policies, procedures, applicable regulations and laws. Responsibilities include:

  • Providing effective leadership to attract and retain top talent to drive business results, including recruiting, interviewing, and hiring.
  • Developing a high performing department culture and staff. This includes setting the standard for staff/peers and motivating employees to maximize organizational goals and objectives, actively supporting an environment that embraces community, diversity and inclusion among SCFHP staff and community partners.
  • Effectively assimilating, training and mentoring staff and (when appropriate), cross training existing staff and initiating retraining. This includes coaching to help increase skills, knowledge and (if applicable) improve performance.
  • Setting goals and planning, assigning, and directing work consistent with said goals. This includes responding to employees’ needs, ensuring they have the necessary resources to do their work.
  • Appraising performance, rewarding and disciplining employees, addressing complaints and resolving issues. This includes providing regular and effective feedback to employees and completing timely and objective performance reviews.

The requirements listed below are representative of the knowledge, skill, and/or ability required or desired.

  • Bachelor’s Degree or equivalent experience, training, or coursework. Health, social or behavioral discipline preferred. (R)
  • Master’s Degree in Public Health, Public Administration, or other relevant field. (D)
  • Minimum seven years of experience in community outreach and/or health or social service program management, including developing, implementing and evaluation of outreach and programs. (R)
  • Minimum five years of experience working with underserved and marginalized populations (e.g., low-income, people with disabilities, LGBTQ+, immigrants, and non-English speaking residents). (R)
  • Minimum five years of leadership/supervisory/management experience for multi-disciplinary and/or cross-functional initiatives/project teams. (R)
  • Ability to establish and maintain effective internal and external working relationships to organize and lead cross-functional teams. (R)
  • Knowledge of community-based organizations and resources in Santa Clara County. (R)
  • Strong computer skills including fluency in Microsoft Word, Excel, and PowerPoint; and use of the Web for research. (R)
  • Strong oral and written communication skills, with the ability to communicate data and information professionally, effectively, persuasively and on a timely basis to diverse individuals and groups inside and outside of the organization. (R)
  • Ability to understand, interpret and communicate complex processes and abstract concepts for a variety of audiences. (R)

WORKING CONDITIONS

Generally, duties are primarily performed in an office environment while sitting or standing at a desk. Incumbents are subject to regular contact with co-workers, managers, external partners, and vendors in person, by telephone and via work-related electronic communications.
