Panagora Group seeks a Collaborating, Learning, and Adaptive (CLA) and Knowledge Management and Communications Director as part of the anticipated USAID Prevention of Malaria through the Vector Control program. The Director will be responsible for leading, implementing, and supervising CLA/knowledge management and communications related activities to support entomological monitoring, indoor residual spraying (IRS), and insecticide-treated mosquito net (ITN) programs and other proven, life-saving malaria vector control interventions with the overall goal of reducing the burden of malaria and accelerating progress towards elimination.


Responsibilities:


  • Provide technical leadership in developing and implementing the project’s CLA Plan for CLA integration throughout the activity.
  • Design and execute a comprehensive CLA strategy and framework based on state-of-the-art theory and practice to guide malaria vector control program activities and increase the program’s visibility.
  • Development of corresponding CLA processes and practices to facilitate strategic collaboration; create, capture, organize, share, and apply knowledge; learn from evidence; and, ultimately, manage adaptively.
  • Responsible for oversight of gathering data and evaluating information and knowledge (lessons, emerging practices), ensuring that findings are accurately shared in formats tailored to each audience’s needs.
  • Lead implementation of the project’s knowledge management and communications plan, advancing the contract’s vision, mission, and mandate.
  • Serves as the focal point to support and coordinate the sharing of promising practices and lessons learned.
  • Oversee activities to strengthen CLA systems and processes, performance monitoring and evaluation, and learning capabilities of USAID and other targeted stakeholders.
  • Ensure high-quality KMC systems, platforms, processes, tools, and all assigned tasks and expected deliverables.
  • Assumes overall responsibility for leading and coordinating all KMC-related activities.
  • Provide oversight and management of staff, consultants, and vendors hired to provide CLA and KMC services and support.
  • Serve as a facilitator or co-facilitator of high-level discussions for and among USAID staff and partners regarding KMC, learning, and adaptive management.
  • Ensure project scope and activities are compliant with USAID policies.



Requirements

  • Master’s degree in public health, a degree in communications, knowledge management, organization development, organizational learning, international development, business, social sciences, or another relevant discipline.
  • 10+ years of demonstrated experience in knowledge and adaptive management for public health and private sector health initiatives.
  • At least five years of experience leading diverse technical teams in knowledge management, change management, or strategic communications onsite and remotely.
  • International experience in lower- and middle-income countries.
  • Demonstrated experience in strategy development & design for complex projects.
  • Up-to-date knowledge of communications and knowledge management (KM) technologies and standards and an understanding of the constraints and benefits of different approaches and technologies.
  • Familiarity with the international public health sphere and USAID public health programming
  • Excellent verbal, written, facilitation, and presentation skills.
  • Impeccable interpersonal and management skills to support team development and cross-team collaboration in highly complex structures involving multiple teams, stakeholders, and client groups.
  • Aware of and sensitive to working in multiple socio-economic settings and multicultural groups in a developing country environment.
  • Excellent attention to detail and track record of producing high-quality documents.
  • Ability to meet deadlines under extreme pressure, build consensus and work with diverse groups of people.
  • English required; proficiency in another language (s) other than English preferred.
