Description : PURPOSE: To set forth the duties and responsibilities of the DSS assigned to the Control Room. This post is manned by a Detention Officer or DSS Control Room Operator, seven (7) days a week, twenty-four (24) hours a day and is under the direct supervision of the Officer – in – Charge (OIC). The Control Room Detention DSS must have a comprehensive knowledge of the daily operations of the Sumter County Sheriff’s Office Detention Center to include Standard Operating Procedures and Emergency Plans. It is their responsibility to become thoroughly familiar with this Post Order. At no time will this post be unattended.

I. GENERAL DUTIES AND RESPONSIBILITIES

1. Punctuality, attention to detail, unfaltering awareness, effective communication, teamwork, sound judgment, self-discipline and professionalism are vital qualities required for the smooth operation of the Control Room of any Detention facility. The Control Room acts as the central nervous system of a Detention facility, which does not allow for a margin of error.

2. Must be conscientious to avoid compromising the security of the facility. The Control Room staff must be constantly alert and aware of daily operations as well as their surroundings. In addition, they must be prepared for any emergency situation and must be thoroughly familiar with all Detention Center Security Post Orders, Standard Operating Procedures and Emergency Plans.

3. You will be mature, experienced and knowledgeable in all aspects of security. This position requires a calm, cool approach to ever changing situations, which take place in this highly critical post. You must present yourself in a manner to command the respect of the general public, staff and inmates since you are, in most instances, the first staff member with whom individuals entering the facility come in contact with.

4. Anyone requesting entrance in to any building must identify themselves verbally. A visual on the camera is not acceptable confirmation.

5. Responsible for maintaining the Electronic Control Room Log, other various logs, and record routine information, emergency situations and unusual incidents.

6. You will be familiar with the facility Fire Alarm System and will notify the OIC of an alarm as well as the Detention Officers assigned to the area where the trouble is indicated. All actions taken to resolve the alarm will be documented on the Electronic Control Room Log.

7. You will be thoroughly familiar with and possess skills to operate the following equipment located in the Control Room.
a. Fax machine
b. Copy machine
c. Computer(RMS-FCIC)

8. Ensure all security equipment sign in/sign out logs are utilized as required, if security equipment is missing you are to notify the OIC immediately and log the notification.

9. Ensure all gains and losses of equipment are completely and accurately recorded on the Electronic Control Room logs and dry erase boards.

10. Brief the on-coming Control Room Operator on any special or unusual events, which occurred during their shift.

11. If assigned to Alpha Building Control Room or Charlie Building Control Room, which houses inmate workers, you will ensure all work inmates and outside inmate workers are checked in and out correctly and accurately documented on the Electronic Control Room Log and Inmate Worker Destination and Accountability Form.

12. Verify verbally with the arresting officers that they are unarmed prior to allowing entrance. Report any suspicious activities to the OIC.

13. You will monitor all security cameras in the Control Room and will report any unusual incidents to the OIC immediately.

14. They will be familiar with the communication 10 codes and ensure proper radio communication procedures are used at all times.

15. Ensure the Supervisor and Booking Officer is notified when new arrestees enter the facility.

16. Employees are not permitted to have reading materials on post other than that which pertains to this duty. There will be no sleeping on post, consumption of alcoholic intoxicants or other drugs, watching television or listening to any personal entertainment listening devices while assigned to this post.

17. Employees are not authorized to bring in any type of game to play or any type of game to be played on the computers; YouTube, Facebook, or any other social media sites are not permitted to be accessed. Furthermore, employees are not authorized to use the computers for anything other than work related activities and duties.

A. Sanitation

1. It is extremely important that the Control Room be kept clean, neat and orderly in appearance at all times. It is the responsibility of the Control Room Personnel on all four (4) shifts to ensure that the sanitation of the Control Room is maintained at the highest level at all times.

2. No inmate workers will be allowed in the Control Room at any time unless approval has been granted by the Major, Operational and/or Administrative Detention Captain, Detention Lieutenant or the OIC. When an inmate is authorized to enter the Control Room a Detention Officer other than the Control Room Operator will directly supervise the inmate.

3. Each shift will clean the Control Room prior to being relieved by the next shift.

B. Detention Center Emergencies

1. Sequence of notification to be followed during emergency situations will be the normal chain of command. The Control Room is responsible for notifying the proper detention staff when emergencies arise. The first person to notify is the OIC. Other notifications should be made as directed by the OIC and recorded on the Electronic Control Room Log.

2. Fire in the Control Room

a. During a situation where it is determined that a fire or smoke emergency exists, the following precautions will be taken immediately.
b. Notify the OIC by the most expeditious means available. All staff will exit the Control Room in an orderly manner. They are to walk quickly and directly as possible, ensuring all occupants are safe and accounted for.
c. The OIC will then take command of the situation.

C. Visitors

1. The Control Room is responsible for personally supervising all traffic (visitors, personnel, inmates and vehicles) through the sally port gates and doors during their tour of duty. All persons entering or exiting the facility will be personally identified and must have authority or permission to enter or exit and accurately recorded on the Electronic Control Room Log.

2. Notify the OIC before allowing any visitor into the facility so that proper security measures
can be taken.

It is possible that situations may arise which are not covered by this post order. In such instances, it is expected that good judgment will be used and applicable Sheriff’s Office Standard Operating Procedures employed in handling them. Such situations should immediately be reported to your Supervisor. Intentional deviation from this post order will not be authorized.
