The County of Yolo is recruiting to fill one (1) regular, full-time position in the class of Departmental HR Coordinator at the Department of Community Services. Note that this classification is scheduled to receive a 8.3% salary range increase effective January 1, 2023.


The Position
The Departmental HR Coordinator will ensure that the department complies with all general personnel policies and procedures, negotiated memoranda of upstanding, the Yolo County Personnel Rules and Regulations, and other relevant laws, rules and regulations. This includes being a resource to new employees when completing complex County forms and supporting supervisors and managers with personnel questions, employee evaluations, and other sensitive tasks. Additional duties include but are limited to, drafting departmental policies and procedures related to personnel administration, loading leave file interfaces, maintaining the department’s internal and external websites, and backup for facility and IT requests.

Under supervision, performs a variety of personnel, employee relations, leave tracking and training functions in a county department.

This classification is distinguished from the Personnel Assistant and Personnel Analyst by the limited breadth of personnel activities performed and by the assignment to a department. It is expected that incumbents will provide a full range of professional personnel-related work of average complexity and difficulty. It is further expected that incumbents will maintain close contact with the county human resources department to insure consistency in personnel functions. Incumbents will be evaluated by the department supervisor with input from the human resources department. Depending on departmental needs this position may be assigned to large and medium size county departments with 100 or more employees.

Essential Functions

  • Applies, interprets and ensures departmental compliance with general personnel administration practices and procedures and with negotiated memoranda of understanding, county code, and other appropriate rules and regulations;
  • Maintains strict confidentiality of the data and information obtained during the course and scope of position responsibilities;
  • Assists department managers and supervisors with appropriate evaluation techniques;
  • Assists department head with employee recognition programs;
  • Notifies the human resources department of employment, termination, and employee leaves;
  • Accepts certification lists from the human resources department and coordinates department interviews ensuring appropriate personnel hiring practices which conform to county policy;
  • Confers with the human resources department on sensitive and/or volatile personnel issues, strategies and courses of action;
  • Establishes a method for tracking the leaves of department employees and ensuring leaves taken adhere to county policy and procedure;
  • Counsels employees on sensitive personnel issues as requested;
  • Assists department employees with questions on personnel programs including benefits and recruitments;
  • May supervise subordinate clerical or accounting staff;
  • Maintains department files of employee data;
  • Processes new employees to the department, including giving the new employee orientation, assisting new employees with completion of county forms, and arranging for telephone and computer access;
  • Serves as the equal employment opportunity moderator on interview panels;
  • Drafts and updates department policies and procedures related to personnel administration;
  • Serves as the department’s point of contact for risk management, work place ergonomics, and disability access.

Employment Standards

Minimum Qualifications

Education: Equivalent to graduation from a four-year college with major course work in personnel administration, public or business administration, psychology, sociology or closely related area.
Experience: Two (2) years of progressively responsible experience involving employment, recruitment, training, and risk management.

Substitution: Additional years of qualifying experience may substitute for the required education on a year for year basis.

License: Some positions in this classification may require incumbents to possess and maintain a valid California driver’s license, Class C or higher, to carry out job related duties. Individuals who do not meet this requirement due to a physical or mental disability may request a reasonable accommodation.

Knowledge of: Principles, practices and techniques of personnel administration, including recruitment, benefit administration, employee relations, and employee leaves; report writing; county governmental organization, services, and general legal personnel mandates; principles of employee selection, training, discipline and evaluation; principles used in instructing, counseling and evaluating employees; English grammar and usage; principles of report writing; modern office methods and procedures.

Ability to: Review and recommend solutions to volatile and controversial personnel issues; collect, interpret and evaluate a variety personnel related data; complete special assignments; prepare clear and concise reports; communicate clearly and concisely, both orally and in writing; interpret and apply personnel policies, rules and regulations; be current on personnel administration trends, developments and techniques; represent the department in a competent and professional manner.

All foreign transcripts or diplomas must be in English. If the institution does not provide these documents in English, the applicant will need to provide a translation which has been done by a professional agency. The County of Yolo will accept education as equivalent to U.S. accreditation from Institutions that are listed as members of the International Association of Universities. Applicants who possess a degree or completed coursework that is not from an accredited college or university, must submit one of the following:
1. A written statement from a U.S. accredited university or college that states that the applicant is qualified for entrance to a program of graduate studies for which a degree in a related field is required.
2. An evaluation of the applicant's degree and coursework equivalency by a private organization that provides foreign credential evaluation services. The evaluation must include a comparison of comparable U.S. courses for content, credit and grade.
Note: Foreign language documents must include a precise word-for-word English translation of all foreign language documents. It is the responsibility of each applicant to prove to the satisfaction of the County that the applicant meets the specific requirements listed on the job announcement for each specific examination.
