Position Summary & Responsibilities
Position Summary:
The Demonstration Project Manager serves as the Kansas CCBHC Team project coordinator for the Demonstration Planning Grant and provides project oversight, progress review, technical assistance, and project reporting to SAMHSA. This position serves as the primary contact for the Demonstration Planning Grant program and the Association of CMHCs of Kansas (ACMHCK) and Community Mental Health Centers (CMHCs)/Certified Community Behavioral Health Clinics (CCBHCs). This position is responsible for synthesizing the information gathered from the Demonstration Planning Grant in preparation for Kansas applying to be a Demonstration state. The Demonstration Project Manager is responsible for implementing and monitoring the progress of CMHCs as they work to certify as CCBHCs to ensure compliance with SAMHSA guidelines and requirements and to help provide support and resources across the state of Kansas. The demonstration project manager will oversee the Administrative Assistant under the CCBHC Demonstration Grant and all duties related to the administration of the Grant.
While supervision is a component of this position, the primary focus and function will be preparing an application for entrance into the CCBHC Demonstration Project and ensuring the CCBHC Program in Kansas is compliant with the SAMHSA/CMS Demonstration requirements.
Job Responsibilities may include but are not limited to the following:
Build and maintain relationships with the Association of Community Mental Health Centers (ACMHCK), and Community Mental Health Centers (CMHCs) Contacts to successfully implement the SAMHSA CCBHC model in preparation for application for the Demonstration Project.
In coordination with the CCBHC Team, makes detailed recommendations to the CCBHC Program Manager and Assistant BHS Commissioner regarding policy and regulatory reforms needed to enact the CCBHC model in Kansas.
With the assistance of, and in partnership with, the ACMCHK, CMHCs, Wheat State, Wichita State, and the existing CCBHC team develop a plan to ensure all 26 CMHCs are Certified Behavioral Health Clinics by July 2024, in anticipation of joining the CMS Demonstration Project. Establish a plan, in collaboration with the CCBHC Program Manager, for CMCHs to provide people seeking services timely access, develop a plan to enhance crisis services within centers, and a plan for evidence-based practice treatment and recovery services. Assist partners with planning to expand data reporting and analytics. With collaboration of the CCBHC Program Manager, prepare for and write an application for Demonstration status.
Advise and provide technical expertise to the CCBHC Program Manager regarding changes in program implementation in preparation for entering the Demonstration Project.
If regulatory or policy changes are identified, work with the CCBHC Program Manager to ensure BHS commission participation in the regulation drafting process.
In cooperation with the ACMHCK and Wichita State, provide/participate in regularly scheduled meetings/calls to learn what is working and existing challenges related to CCBHCs. Document the process to develop CCBHCs in alignment with the SAMHSA model with successes, challenges, gaps, and lessons learned in order to develop best practices for consideration. Share these with the CMHCs seeking to become CCBHCs as well as in the SAMHSA midpoint and final reports. Develop a strategy for review of the best practices developed out of the Demonstration grant. Provide regular updates about the CCBHC project to supervisor and Behavioral Health Commission.
Represents the CCBHC Team and acts as an expert on panels, presentations and meetings regarding CCBHCs.
Work with CMHCs and CCBHCs to collect data and input the information into SPARS. Review reports from SPARS monthly to determine if any adjustments to data collection need to be modified. Collect monthly reports from partners and review accomplishments, barriers, and programs to determine if any adjustments to the implementation of the grant must be enacted and work with supervisor and grant partners to enact adjustments.
Completes special projects and performs other duties as assigned including but not limited to ensuring the agency is adequately staffed during and immediately following natural and/or manmade disasters, infectious disease outbreaks, and/or acts of terrorism. Assists other employees in the work unit in accomplishing assignments as necessary.
Qualifications
Minimum Qualifications:
Bachelor’s Degree in Behavioral or Social Sciences or any degree related to human services
Experience managing projects from start to finish
Two years of experience working with public health entities
Strong communication skills
Travel Required (up to 40%)
Preferred Qualifications:
Experience working with and/or in Community Mental Health Centers or Certified Community Behavioral Health Clinics
Experience in developing, implementing, and/or evaluating programs
Leadership experience in a position that requires knowledge of state agency relations, state policies, and prevention and treatment services in Kansas
Extensive knowledge of and experience with issues surrounding behavioral health services and social services
Experience interacting with public health, social service professionals, administrators, and state officials
Federal grant management and implementation experience
