We are currently seeking a Compliance Manager to join our team, dedicated to supporting multiple DOD contracts.

Position Summary:

This individual will report to the General Manager and work collaboratively with the business operations, information security and facility security stakeholders and legal, accounting, human resources consultants/advisors. The Compliance Manager will be responsible for tracking and ensuring the company's compliance with contract performance requirements, federal regulation, security requirements for cybersecurity under NISPOM, Facility Clearance requirements under Defense Counterintelligence Security Agency (DCSA), and Defense Contract Accounting Agency (DCAA) cost accounting requirements.

This position is located at Oneida Innovations Group (OIG) headquarters in the Syracuse, NY area. The position reports to the General Manager for OIG and consults regularly with the Legal Department.

Duties & Responsibilities:

  • Coordinate with various stakeholders to communicate contractual obligations and new or changed requirements, to include explanation communication regarding applicable contract requirements and regulations

· Stays current with procurement changes and trends impacting contracts, FAR, DFARs, and related requirements

· Setup and maintain all paper and electronic files in accordance with company requirements

  • Effectively administers multiple large contracts concurrently with a high level of autonomy and proactively consults with the Legal Department on contract or regulatory interpretation
  • Monitors contract(s) and operational execution for compliance and on-time deliverables
  • Leads semi-annual internal audit of each contract for operational and contractual compliance; appropriately documents findings and consults with Legal Department on any actual or potential non-compliance identified; tracks/facilitates items to full resolution
  • In coordination with the Facility Security Officer and Director of Information Security, ensures security-related requirements are being followed
  • Brings any potential compliance disputes or enforcement actions immediately to the attention of the Legal Department and General Manager
  • Reviews any government contacts regarding compliance matters with the Legal Department in advance of outreach/response.
  • Provides expert guidance on FAR/DFARs requirements; in close coordination with legal advisors and operational staff, responsible for explaining contract clauses, recommended actions to fulfill contractual requirements, and follow-through to ensure contractual requirements are being met
  • Review proposed export and import transactions and determine implications under the ITAR, EAR, US Trade Sanctions or other relevant restrictions
  • Facilitate, with the assistance of a third-party consultant, all aspects of the export and import process
  • Tracks required reporting for submission to GSA, and to SBA for 8(a) reporting requirements, in coordination with the Director of Business Affairs for preparation of draft filings and legal review
  • Monitors monthly operations reports for all contracts to ensure compliance with contract specific Service Level Requirements
  • Plays an integral role in contract onboarding Transition Teams to document, communicate and educate teams and operationalize contract requirements; assists with other transition duties as assigned
  • Prepares and participates in DCAA audits as required with support from financial advisors and CPAs
  • Works with team members to support back-office operations and program/project management needs
  • Reviews government solicitation documents to gain an understanding of all contract requirements

Qualifications

  • 10+years directly related experience in government contracting, preferably in the area of technology services.
  • In-depth knowledge of Federal Acquisition Regulations (FAR/DFARS)
  • Extensive knowledge of and expertise with commercial and Government procurement systems, regulations and statutes including previous experience administering ITAR/Export compliance
  • Knowledge of the NISPOM for security requirements

· Experience working with IT professional services contracts strongly preferred

  • In-depth knowledge of and experience with Government-Wide Acquisition Contracts (GWACS).
  • Project planning and management skills
  • Demonstrated ability to work in a team-oriented environment, providing guidance to other team members.
  • Strong research and reporting ability with strong verbal and written communications skills and the ability to be diplomatic, assertive and objective
  • Must have excellent time management, capable of managing multiple priorities and short deadlines
  • Professional use of judgment and resourcefulness applied to the resolution of contract issues.
  • Bachelor's degree in a related field, advanced degree (MA or MBA) preferred.
  • Experience managing fixed price, time & materials/labor hour, and cost-type contracts is preferred
