Responsibilities:
  • Prepare cost estimates using the appropriate Work Breakdown Structure (WBS) by estimate class (5- Order of magnitude, 4-Intermediate, 3-Preliminary, 2-Substantive, and 1-Definitive) to support various phases of acquisition for functional studies, design/engineering services, construction services, and facility operation life cycle cost analysis (LCCA) for new construction and/or renovation of existing facilities.
  • Provide support to Contract Specialist and Project Manager (PM) using bid reconciliation techniques comparing bids with the ICE to identify errors, omissions and/or alternative approaches that may have influenced bids, to assist with
  • Contract Award decisions.
  • Review design drawings, technical specifications, General Requirements, and General Provisions for constructability, completeness, cost effectiveness, and accuracy prior to release for construction, and identify overly restrictive contract requirements that may have unanticipated/negative price implications.
  • Develop, manage, and integrate estimating baseline databases to provide consistent estimates for all project phases (pre-conceptual, conceptual design, definitive design and construction) and LCCA facility operations.
  • Utilize the Construction Specifications Institute (CSI) MasterFormat and UniFormat standards for estimate preparation, organization, and development.
  • Provide solutions to a wide range of complex problems that are imaginative, thorough, practicable, and consistent with organization objectives. Manage issues within and across organizational lines.
  • Utilize professional standards, principles, theories, concepts and techniques.
  • Applies and develops extensions to existing methods to resolve new or less well-defined problems.
  • Manage personal work and mentor others, while exercising experience and judgment to determine appropriate action.
  • Work independently with minimal oversight.
Qualifications:
Minimum Qualifications:
  • BS/BA and 9+ years of construction leadership experience (e.g., foreman, superintendent, construction/field engineer, construction manager, etc.) -OR-
  • MS/MA or higher and 7+ years of construction leadership experience -OR-
  • Associates degree and 17+ years of construction experience with 15+ years of construction leadership experience -OR-
  • High school diploma/GED and 19+ years construction experience with 15+ years of construction leadership experience
Preferred Qualifications:
  • Cost Estimating Certification (PCEA, CEP, CPE or CCEA).
  • Certified Construction Manager or Project Management Professional certification highly desirable.
  • Understanding of multiple contract types: Lump Sum - Firm Fixed Price (FFP), Time and Materials (T&M), Cost-Plus,
  • Unit Price, Guaranteed Maximum Price (GMP) etc.
  • Understanding of multiple project delivery types: Design, Bid, Build (DBB), Design-Build (DB), Construction
  • Manager/General Contractor (CM/GC) at Risk (CMAR), and other hybrid delivery types.
  • Experience with development of conceptual, budgetary, definitive, and independent cost estimates associated with the design and construction of highly complex research laboratory or hospital facilities (e.g., research laboratories, private laboratories, healthcare, universities, etc.).
  • Experience developing project estimates involving diverse tasks, teams, and organizations.
