Under the supervision of the ED of Jefferson Hills, provides for the direction and management of the clinical and admission services at the Lakewood site. Responsible for clinical program planning and operation, customer service, standards compliance, and monitoring through the PQI Plan, and the development of applicable clinical and administrative policies and procedures. Assists with the fiscal accountability of the department.

Essential Duties/Responsibilities:

· Responsible for the overall clinical and administrative supervision and direction of clinical and admissions staff. Provides for the management and coordination of performance evaluations of applicable staff. Supervises licensed clinicians, interns, admissions coordinators, utilization reviewer, and provider liaisons.

· Responsible for the scheduling of all staff in their respective departments and communicating schedules to coordinate the smooth operation of the facility. Scheduling must comply with State regulations regarding staff to child/youth ratios, prioritizing safety, quality of programming, and resources, including budget.

· Supervises the clinical staff of Jefferson Hills Academy in partnership with the Education Director. Maintains clinical standards in accordance with the State’s Day treatment regulations.

· Provides and arranges for training for his/her departments, as well as working with other departments for clinical training appropriate to different positions. This includes creating and working with other departments to create a trauma-informed, safe environment for treatment and safety planning back to the community to be maximized.

· Completion and reviewing of all necessary documentation, including Critical Incidents, Unusual Incidents, PQI Reports, Corporate Compliance Reports, and accreditation documents.

· Responsible for compliance with regulatory agencies and referral sources (DHS, BHA, OBH, COA, and all applicable federal, state, and local laws).

· Oversees administrative policy and procedures, analyzes the same and makes recommendations for their improvement.

· Insures that proper financial procedures are followed by staff. Monitors revenue generated and expenditures of the department.

· Monitors staff productivity, and other measures of performance. Participates in development of systems, which provide needed program management information for inclusion in the organization’s Performance Quality Improvement Plan.

· Facilitates and implements the Performance Quality Improvement Plan (PQI) for the organization.

· Participates positively and constructively with the Leadership Team, by attending meetings and contributing needed information and ideas which will assure ongoing improvement in the programs at Jefferson Hills.

· Participates in agency wide on-call rotation as scheduled by the Executive Director or designee.

· Implements new program contracts and affiliation agreements.

· Insures excellent customer service and satisfaction with all stakeholders.

· Develops service delivery goals and objectives and is responsible for the planning, implementation and overall management of the clinical and admission services that are commensurate with available resources and that maintain maximum efficiency and effectiveness, while ensuring the safety and security of the children/youth, staff and community.

· Monitors ongoing program functioning and makes progress reports as required.

· Monitors and insures child/youth and staff safety.

Required Education, Knowledge, Skills, & Experience:

· Master’s degree in mental health field (psychology, social work, counseling, or equivalent) with 3 years management/supervisory experience.

· Requires clinical licensure (psychologist, LCSW, LPC, LFMT or equivalent). Experience must include direct supervision of clinical services, treatment of behavior disordered youth in a managed care setting.

· Requires working knowledge of policy and procedure formulation, personnel policies, healthcare reform, and organizational development.

· Must have working knowledge of key referral sources including Regional Accountable Entities, Administrative Service Organizations, private insurance companies, Colorado Department of Human Services, Behavioral Health Administration, and county departments of human services.
