Summary Of Job Duties
Under limited supervision, and with latitude for initiate and independent judgement, this position is responsible for the accounting and analysis of key financials for all Clinical Trials, such as Budgeting, Negotiations, Billing/Invoicing, and Account Maintenance. Responsibilities across the group include revenue recognition and forecasting, project costing, negotiation of contract terms, patient claim review, monthly reconciliation and invoicing, patient reimbursement and stipend payments, and assistance with internal audit request.

This position is committed to all financial aspects of Clinical Trials, which incorporate knowledge and understanding of Healthcare and Medical Center operations as well as Business Operations within Clinical Research. This position is a technical resource assisting in the development, negotiation, and/or administration of budgets and the monitoring of Clinical Trial financial transactions and ensures Clinical Trial financial compliance. The role contributes to the achievement of financial and business objectives through accurate and timely budget development and negotiations while preforming accurate and timely reporting of revenue and costs for
assigned Clinical Trial portfolio(s). The Financial Analyst works cross-functionally with all members of the Trial’s research team and is responsible for maintaining information, processes, workflows, and tools which support the provision of financial services throughout the trial’s lifecycle. The Financial Analyst requires strong analytical skills, computer skills, and the ability to manage time efficiently to complete multiple tasks with competing deadlines.

Financial Management (70%) – Evaluate Clinical Trial protocols to assess resource needs, research procedures, clinical research staff time, investigator time and cost from ancillary departments. Consults with Investigators and Clinical Trial Research team to identify research procedures and conventional care procedures to develop Clinical Trial budget(s) for all study (Industry, Cooperative group, and Investigator Initiated) as well as budget updates resulting from protocol amendments or other changes in scope. Negotiate Clinical Trial budgets and payment terms with Industry sponsors. Review and analyze financial and contractual language in the Informed Consent Form pertaining to patients on Clinical Trials. Review contracts to assure fair terms associated with study budgets, payment terms, and Informed Consent Form pertaining to patients on clinical trials. Monitor study accounts to evaluate that income and expenses are appropriate, reconciles accounts receivable and payments, and recommends the best course of action for any deficits and/or surpluses. Responsible for invoicing sponsors, patient research billing, reimbursement to ancillary departments, and payment tracking. Issues and submits invoices for protocol-related items and patient-related expenses per the executed contract and internal invoices for staff time and effort allocated in to study accounts. Reconciles study account at the closure of the clinical trial for account closure. Works with Sponsors and clinical teams to resolve queries regarding invoices and/or payments due.

Coordination and Reporting (25%) – Extract and define relevant information, analyzes and interprets data to determine financial performance and/or to project a financial probability and make recommendations to influence business results. Prepares and delivers data, reports and/or presentations to investigators, management and/or leadership. Plan and coordinate strategies to improve existing standard operating procedures related to budgeting and Clinical Trial finances. Identify quality and performance improvement opportunities and collaborate with staff in development of action plans to improve quality. Works cross-functionally with all members of the Clinical Trial’s research team and is responsible for maintaining information, processes, workflows, and tools which support the provision of financial services throughout the trial’s lifecycle.

Additional duties may be assigned to this position. (5%) - Participates in ongoing professional training. Customer Service: Interacts with and assists the public in a professional and friendly manner as needed. Demonstrates effective communication skills; communicates accurate and complete information; maintains strict confidentiality when necessary. Demonstrates positive working relationships with co-workers, management team, and ancillary departments; follows the Core Concepts of Patient and Family Centered Care and the Basic Code of Conduct Guidelines. Assist internal and external stakeholders as needed with exceptional customer service.

Qualifications:
Minimum:
Bachelor’s Degree in Business (Auditing, Finance, Accounting), or Healthcare Administration, or Science, or Nursing and/or related field
High School, GED, or formal education equivalent plus 7 years of related experience in lieu of bachelor’s degree
Level I – 1 year of experience with billing, accounting, finance, budgeting, financial analysis or related field.
Level II – 3-5 years of experience with billing, accounting, finance, budgeting, financial analysis or related field plus 1+ years of clinical research pre and/or post contract funding and/or 1+ years of grant experience.
Level III (Senior) –Bachelor’s Degree plus 5 years of experience with billing, accounting, finance, budgeting, financial analysis or related field plus 3+ years of clinical research pre and/or post contract funding and/or 3+ years of grant experience.
Preferred:
Master’s degree preferred
Experience with Oncology clinical trial budget development, contract negotiation, and billing reconciliation.
Knowledge of budget and contract workflows for industry-sponsored, cooperative group, and investigator-initiated clinical trials; knowledge of CMS Clinical Trial Policy and local and national guidelines and requirements pertinent to clinical trial billing.
