The Executive Office of Resiliency and Health Security (ORHS) serves as the DOH lead for emergency response activities including the full spectrum of mitigation, preparedness, response, and recovery. ORHS has been charged with building resilience for Washingtonians and the communities in which they live in the face of a multitude of emergencies.

The Chief of the Executive Office of Resiliency and Health Security (ORHS) provides expertise and oversight of comprehensive public health actions involving the state’s health and safety in planning for a variety of emergencies or potential for such that may impact the health and well-being of the people of Washington state.

This position will also serve as a key health security liaison with internal teams, external partners and organizations that will assist in the department’s mission during emergencies. Other responsibilities will include active participation in federal, tribal, regional, state, and local planning meetings where emergency response expertise would be of benefit.

The Chief of ORHS will also serve in a leadership role within ORHS and beyond providing content expertise on relevant issues as required. This position directs budget activities across the state in disasters and emergencies, as well as disaster relief funds and unfunded liabilities.

Due to the unique work functions of this position to be able to respond in emergency situations, this incumbent is expected to be available 24/7 by agency issued device or otherwise except for vacations and sick leave in which case the Chief will identify appropriate back-up. In an emergency, unplanned travel across the state may be required. This may include working in unusual environments such as cold, heat, with materials, etc.

The official duty station for this position is in the Olympia, WA area (Tumwater). Telework (mobile work) is currently expected. When approved, the incumbent will work with their supervisor to identify an appropriate work schedule and balance including telework and reporting to the Tumwater, WA duty station for work activities as needed.

Applicant Profile (Desired Qualifications)

  • Expert-level knowledge of planning and response to a public health emergency, 5 years of progressively responsible experience
  • Knowledge and experience working in incident command systems
  • A commitment to coordination and collaboration across divergent groups
  • Ability to assess problems, prioritize risk and needs, and direct actions clearly and with authority
  • Ability to work in ambiguous situations and change direction when the situation requires
  • Ability to shift in varying degrees of organizational roles based on the nature and scope of tasks, and recognize changes in the roles of others

As well as demonstrated experience in the following leadership competencies:

Compensation

The annual compensation is between $89,460 to $154,140, depending upon qualifications.

Washington State offers a full benefits package including vacation and sick leave, family medical and dental coverage, life insurance, retirement, and a deferred compensation program.
