The Chief Medical Officer, as part of the senior executive leadership team, has primary responsibility for the planning, implementation, managing and running of all the clinical activities of the organization, including comprehensive oversight of patient care consistent with the CCBHC model.

Responsibilities of the Chief Medical Officer

  • Strives to ensure that all patients receive appropriate evaluation, diagnosis, treatment, medical screening, and medical/psychiatric evaluation whenever indicated, and that all medical/psychiatric care is appropriately documented in the medical record
  • Assures psychiatric involvement in the development, approval, and review of all Policies, Procedures, and Protocols that govern clinical care
  • Recruits, evaluates, and supervises physicians and nurse practitioners (including residents and students), supervises Clinic Director & Crisis Director, and oversees the peer review process
  • Supervises the clinical and administrative work of physicians and nurse practitioners, and fosters staff development through in-service training, case reviews, and various other means
  • Provides direct psychiatric services. Position includes being on-call and ability to work flexible hours
  • Assures the quality of treatment and related services provided by the organization’s medical staff, through participation (directly or by designee) in the System’s ongoing quality improvement and audit processes, client and provider case review meetings and mortality and morbidity reviews
  • Serves as a liaison for the organization with community physicians, hospital staff, and other professionals and agencies about psychiatric services. Ensures the integration of behavioral health with primary care.

Qualifications of the Chief Medical Officer

  • Minimum of 8 years of post-residency experience, with at least 2 years in a management role. Experience within the public mental health system is a plus.
  • Board-certification in area of specialty preferred.
  • Certification in addictions strongly preferred.
  • Maryland Licensed Physician.
  • Active DEA license.
  • Expert knowledge of psychiatric diagnosis and treatment of persons with various behavioral health disorders including severe psychotic and mood disorders, PTSD and other anxiety disorders, personality disorders, and substance use disorders. Knowledge of educational techniques; personality theory and the principles and practices of psychotherapy.
  • Strong capacity for complex analysis and problem solving related to program development, safety and quality protocols, strategic thinking, and administrative management including budget and productivity.
  • Ability to establish and maintain effective working relationships with associates, consumers, and their families; and other professionals.
  • Express ideas clearly and concisely, orally and in writing; speak effectively in public.
