JOB PURPOSE


Main purpose
: The Career Navigator will be the lead organizer of job seeker support in Baltimore County’s contributions to the Maryland Works for Wind (MWW) project, funded by the American Rescue Plan Good Jobs Challenge (GJC) grant through the US Economic Development Administration (EDA).

Background: In August 2022, EDA awarded the Maryland Department of Labor $22,952,185 of GJC grant funding for the MWW project. The Maryland Department of Labor was charged to create an offshore wind (OSW) workforce development pipeline helping provide skilled talent to the emerging local OSW clean energy industry. As a subrecipient of this grant, the Baltimore County Department of Economic and Workforce Development (DEWD) was awarded funds to support the project. Funding will be used to establish clear career pathways for local jobseekers and address the needs of employers in Maryland’s offshore wind industry, particularly for projects located at Tradepoint Atlantic (TPA).

Position: Under general supervision of the Program Manager GJC, the Career Navigator is responsible for coordinating support for individuals seeking placement in the MWW workforce pipeline and recruiting jobseekers into the offshore industry. This work will involve engagement of individuals throughout the Central Maryland region.


Essential Job Duties

Duties listed below are essential to program execution:

  • Regularly conduct outreach to jobseekers about OSW training and employment opportunities, including Registered Apprenticeship careers and other available positions
  • Work with training providers to recruit program participants
  • Increase awareness of OSW opportunities through establishing a targeted Offshore Wind Awareness campaign in coordination with Baltimore County Career and Technical Education (CTE)
  • Develop and implement recruitment activities specifically designed to inform and attract target populations under the Workforce Innovation and Opportunity Act (WIOA) and Maryland’s State Workforce Plan (ex. returning citizens, at-risk youth, unemployed, veterans, individuals in recovery, individuals with disabilities, etc.)
  • Support the management of collaborative case management and career planning support services to trainees
  • Identify and addressing barriers to employment for all potential and active program participants
ACTIVITIES:
  • Create and distribute general Labor Market Information and specific information about the range of available occupations and trainings within the OSW industry sector
  • Work with employers, businesses, and training provider partners to develop career pathway for MWW industries for sectors like manufacturing; logistics; and, skilled trades
  • Assist in planning recruitment events in partnership with Tier I and II training providers to identify future employees and to showcase the opportunities available to jobseekers in the OSW industry
  • Support the program manager in regularly convening MWW training providers
  • Submit monthly and quarterly reports to Program Manager for internal use and State grant reports
  • Work with the Program Analyst to track jobseekers from recruitment, training and employment

Qualifications

Required Education


Bachelor’s degree from an accredited college or university in a relevant field required; master’s degree preferred. Career advising credentials (CPRW, GCDF, CCC, etc.) are preferred.

Preferred Experience
Three years of full time experience in case management, employer outreach, business sales, marketing, human resources, career advising, and or community outreach.
  • Additional education may be substituted for the required work experience on a year for year basis, for up to one year. Relevant work experience may be substituted for education requirements on a year for year basis up to a maximum of four years.

Knowledge, Skills and Abilities

  • Background or knowledge of the OSW industry or other renewable sectors
  • Ability to establish credibility through consultative relationships with employers
  • Experience working in or with private sector businesses
  • Ability to work towards a win-win result that matches a jobseeker’s career goals with employers’ real talent needs

  • A strong belief in and dedication to helping clients achieve career success

Paid Leave
Sick Leave - Monthly sick leave earnings prorated based on the number of hours worked per week. No maximum on accrual. Accrued balance can be applied toward service credit at retirement.

Vacation Leave - Monthly vacation leave earnings prorated based on the number of hours worked per week. Earnings increase after five, ten and fifteen years of service generally.

Holidays - Part-time 30 to 39 hour non-merit or non-classified employees will generally be paid for ten holidays per calendar year. Other part-time, non-merit or non-classified employees working 29 hours per week or less will receive two paid holidays per calendar year. These holidays are the Christmas holiday and the Independence Day holiday.
