C13 – PBWM Control and Monitoring Design SME

Citi’s PBWM-CAO organization drives global consistency for addressing Operational Risk and Control issues in the PBWM. PBWM-CAO fosters a culture of control and customer centricity and accountability by leading efforts to identify, anticipate and mitigate regulatory, reputational, and operational risks. This role will support restructuring, simplifying, and streamlining processes across PBWM, and will serve as a technology enabler by fostering digital transformation and automation as the means to enhance the control and monitoring design environment.

The PBWM Control and Monitoring Subject Matter Expert (SME) demonstrates abilities in quality assurance, technology, risk management, compliance management, and/or enterprise governance to challenge the design of control environments. As a First Line of Defense function this person will need to build trusted relationships with Business Leaders, Process Owners, Regional and Global CBORC colleagues as well as Second- and Third-Line partners. A good understanding of how Activities, Risk, Control and Monitoring should function as part of risk management. Experience specifically with assessment of Control and Monitoring design, including QA testing methodology, direct competitors' practices, and process automation is also valuable in order to contribute to the objectives of the business. The position also requires a thorough understanding of strategic direction of the Personal Banking combined with a solid conceptual/practical grounding in both the function and/or area of expertise and related subject areas. Excellent communication skills required in order to negotiate internally.

Responsibilities

  • Performs independent challenge and validation of Control & Monitoring Design Assessments (CMDA) across PBWM, identifying gaps and working with the business to implement needed corrective actions.
  • Establishes Control & Monitoring design guidelines for the application of operational risk policies, technology and tools, and governance processes in order to prevent losses or customer impact from failed internal processes, inadequate controls, and emerging risks.
  • Independently assess’ risks and drive actions to address the root causes that persistently lead to operational risk events or issues by challenging both historical and proposed practices.
  • Governance and oversight may include (not limited to) technology operational risk.
  • Help lead the re-engineering of key processes to deliver best in class standardized, streamlined, and simplified capabilities across the organization.
  • Help lead the development, implementation, and maintenance of artifacts such procedural documents and standards for consistent implementation of controls and monitoring.
  • Resolves transactional level escalations and disputes coming from internal partners.
  • Analyzes a multitude of scorecards/performance management tools in an attempt to mitigate exposure (risk/financial/regulatory).
  • Monitors goals are met through performance & risk and relationship oversight of in scope population of control environments.
  • Develops and maintains relationships across the business users and Lines of Defense to better understand and deliver customer requirements by responding to changes in the internal and external business environment.
  • Gathers, maintains, and creates reports on quality metrics.
  • Has the ability to operate with a limited level of direct supervision.
  • Can exercise independence of judgement and autonomy.
  • Acts as SME to senior stakeholders and /or other team members.
  • Appropriately assess risk when business decisions are made, demonstrating particular consideration for the firm's reputation and safeguarding Citigroup, its clients and assets, by driving compliance with applicable laws, rules and regulations, adhering to Policy, applying sound ethical judgment regarding personal behavior, conduct and business practices, and escalating, managing and reporting control issues with transparency.

Competencies/Skills

  • Control Monitoring and Design Assessment (CMDA) experience.
  • Hands on experience conducting Compliance or Audit testing, or CMDA Effectiveness Challenges.
  • Advanced analytical skills preferred in order to explore large data sets to produce various thematic metrics.
  • GRC, Business and Technology Acumen. In depth knowledge of Citi Operational Risk processes, platforms, and concepts including Manager’s Control Assessment (MCA), Risk and Control Self-Assessment (RCSA), Annual Risk Assessment (ARA), Citi Risk & Controls (CRC), & Activity, Risk, Control, Monitoring (ARCMs).
  • Excellent communication and presentation drafting skills. Experience producing decks in PowerPoint and presenting to small and large audiences.
  • Proven experience in process simplification, reengineering and automation efforts.
  • Understanding of data retrieval, architecture, and system/subsystem interaction.
  • Quality Assurance (QA) and Quality Control (QC) experience and expertise.
  • Strong influencing and negotiation skills. Ability to explore alternatives and positions to reach outcomes that are supported and accepted by various parties.
  • Organization skills. Ability to prioritize in a rapid changing environment with multiple and concurrent priorities.
  • Process driven. Track record of installation of improvement programs and projects.
  • Proactive and Dynamic with a strategic mindset. Able to identify and resolve issues quickly and effectively.
  • Has the ability to operate independently with a limited level of direct supervision.
  • Ability to work effectively in situations requiring analytical, interpretive, and problem-solving techniques.

Qualifications

  • Degree level or equivalent experience
  • Controls knowledge desirable, experience applying COSO framework preferred
  • Accomplished professional with 6+ years of experience in Risk & Control in a large financial institution.
  • Advanced MS Office Suite (Word, PowerPoint, Excel, Outlook, Visio, Access).
  • Experience using risk and control systems (i.e. CitiRisk).
  • Experience in working in a truly global business.
  • Demonstrable ability in partnering across multi-functional organizations to bring about change in a specialized function or capability.
  • Demonstrated PMO skills preferred
  • Experience applying COSO framework preferred
  • Knowledge of SDLC and BI reporting solutions preferred
