Under general supervision, to gather, review, and interpret applicable data and analytical needs; to define, implement, and ensure existing analytical applications and reports are executable and functional; as well as anticipate trends, events and consequences of business changes and develop recommendations to management for increasing business intelligence and data driven decision making.

Typical Tasks

  • Reviews business intelligence needs and provides impact analysis for pending data source or software changes, or releases, in their field of specialization;
  • Designs detailed specifications for writing new analytical applications and reports, including appropriate distribution methods, in their field of specialization;
  • Develops internal procedures that are used in conjunction with business intelligence and team enterprise standards;
  • Creates analytical applications and reports based on detailed specifications;
  • Develops time estimates for business intelligence projects;
  • Ensures User Acceptance via Testing, Sign-off; meets requirements and is actionable to business;
  • Identifies inefficiencies in queries and optimizes for best performance;
  • Analyzes data and reporting results; validates data to ensure analytics are extracting the correct data; and ensures statistical sample size validity, where appropriate;
  • Consults with customers to identify and evolve their business intelligence requirements;
  • Creates analytical applications and reports based on detailed specifications;
  • Develops and maintains analytical and reporting specifications and process documentation;
  • Maintains ongoing documentation of the appropriate business intelligence solutions for various reporting or data extract needs;
  • Extracts and prepares data from appropriate systems; develops and deploys query parameters, visual layouts, and filters;
  • Trains customers in business intelligence systems usage;
  • Uses Master Data Management (MDM) definitions, and works with Data Stewards to create new definitions, for accurate output labeling;
  • Works with teams to do needs analysis to determine business intelligence needs; gathers report data objectives, data required and specifications;
  • May be assigned as a Disaster Service Worker, as required;
  • Performs other related duties as required.

Employment Standards

Sufficient education, training, and experience to demonstrate the possession and direct application of the following knowledge and abilities:

Training and Experience Note:

Possession of a Bachelor's degree from an accredited college in Computer Science, Information Technology, Science, Business or a related field;
and
Three (3) years of experience with business intelligence tools creating analytical applications and reports at a level comparable to the County's Associate Business Intelligence Analyst classification.

OR

Training and experience equivalent to the possession of a Bachelor's degree. Relevant analytical, administrative, lead, supervisory or management experience that includes interpreting rules and regulations, gathering data and formulating recommendations, and report writing can substitute for education on a year-for-year basis;
and
Five (5) years of experience working with data reporting and analytics. Three (3) years of this experience must be at a level comparable to the County's Associate Business Intelligence Analyst classification.

Special Requirements
  • Ability to travel to alternate locations in the course of work. If driving, possession of a valid California Driver's License prior to appointment and the ability to qualify for and maintain a County driver authorization.
  • Depending on the position, related certifications may be required or desirable.

Knowledge of:
  • Data gathering techniques and writing detailed technical specifications documentation;
  • Taxonomies, operations and workflows in field of specialization (healthcare, finance, etc.);
  • Database concepts, design, constraints, functions and optimization;
  • Business Intelligence / Data Warehousing structures and practices;
  • Commercial Business Intelligence tools (e.g. SAP/Business Objects, PowerBI, Tableau, QlikView, etc.);
  • Relational, Big Data, and NoSQL databases, data warehouses, data stores and data marts;
  • Data analysis, data validation, data models and data mining;
  • Automated or custom reports;
  • Query parameters, layout, and filters;
  • User acceptance testing;
  • Principles of customer service;
  • Principles of effective teamwork;
  • Principles of training.

For positions assigned to the healthcare vertical, the following knowledge is required:
  • Specific data handling requirements for patient identifiable information and protected health information.
  • EPIC data warehousing and reporting environments (Caboodle, Clarity, Business Objects, etc.)
  • Healthcare data standards, taxonomies and reference data coding systems (i.e. ICD 10, CPT, SNOMED-CT, etc.)
  • EPIC Certification in appropriate functional area, or ability to become certified within 6 months
For positions assigned to the healthcare vertical, the following knowledge is desirable:
  • Healthcare integration technologies and techniques (HL7 v2 or higher, EDI, etc.)

Ability to:
  • Design and communicate system solutions to client issues and problems of medium complexity;
  • Determine data structures that benefit the entire reporting environment;
  • Establish effective work relations with those contacted in the course of business;
  • Work with functional teams to do needs analysis to determine reporting needs; gather report data objectives, data required and specifications;
  • Develop detailed specifications for writing new reports, including appropriate distribution methods;
  • Develop, test and deploy new/revised automated or custom reports;
  • Mine data from appropriate systems; develop and deploy query parameters, layout, and filters;
  • Analyze data and reporting results; validate data to ensure reports are extracting the correct data;
  • Identify inefficiencies in queries and optimize for best performance;
  • Conduct and participate in user acceptance testing;
  • Follow-up and communicate resolutions, issues and delays to users in a timely manner;
  • Develop and maintain reporting specification and process documentation;
  • Maintain ongoing documentation of the appropriate reporting solution for various reporting or data extract needs;
  • Make recommendations to maintain, update and improve reporting processes and related documentation;
  • Provide analytical and technical support/coaching for requests, projects or initiatives;
  • Educate and coach other team members;
  • Manage time effectively, including proper and timely escalation;
  • Produce complex analytics that incorporate business metrics, KPIs, scorecards and dashboards;
  • Use business intelligence tools;
  • Provide excellent customer service;
  • Work effectively on a team;
  • Train customers on report usage;
  • Keep necessary documentation for various reporting or data extract needs.
