The New York City School Construction Authority (NYCSCA) builds and renovates public schools throughout all of the boroughs. We believe that schools should be efficiently designed and constructed; they should be safe, attractive and environmentally sound. The SCA’s responsibilities span the life of each project (new schools, additions, and capital improvements to existing schools) from planning, real estate, budgeting, scoping, and designing, to construction completion.

The SCA is seeking a BUDGET SPECIALIST who is responsible for conducting and coordinating management, operational, and financial analyses.

Responsibilities Include:

General Responsibilities: Prepare formal analytical reports for Senior Management (e.g. sophisticated analyses of vendor information, scheduling data, financial analyses, metrics, and information for management and regulatory reports). Participate in recommending to Senior Management changes to and/or new policies and procedures affecting all aspects of departmental operations. Assist with the implementation of recommendations. Develop methodologies and analytical models to study and assess issues from a systems perspective. Coordinate departmental and/or Authority-wide special projects.

Core Responsibilities: Develop, analyze, and monitor capital budgets. Create and adjust budget in the financial system. Perform analysis of financial data. Prepare financial reports on an as needed basis. Develop methodology, analytical models, prepare analysis and report. Monitor funding status, source and use of funds Authority wide.

Review and analysis of cost estimates. Follow-up with different SCA divisions or NYC Office of Management & Budget (OMB) as needed. Create and maintain projects in the Project Tracking System (PTS).

Minimum Qualifications:

Baccalaureate degree plus three (3) years of full-time experience in consulting, design and implementation of management reports, or operations, financial, and/or management analysis, including relevant computer skills; or a satisfactory combination of education and experience.

Weighted consideration will be given to candidates with: degree in Accounting or Finance; an MBA/MPA; thorough understanding of developing, analyzing, and monitoring of budgets; strong Excel and reporting skills.
