Winona County is accepting applications for this position until 4:00 p.m. December 5, 2022; however, preference will be given to those that apply by 4:00 p.m. November 16, 2022.

This position starts at $19.97/hour (DOQ) with advancement up to $26.49/hour.

The Bailiff position is a part-time position with an average of 10 – 15 hours per month being available. The number of available Bailiff working hours varies and depends on the Court System.

Characteristics of Class:
Under administrative direction of the Court Administrator, an employee in this classification is responsible to act as a liaison between the Judge and jurors during a jury trial and other court sessions. An employee in this classification may assist with routine duties normally assigned to court administration staff. Bailiffs are responsible for facilitating efficient courtroom proceedings. This position is responsible for distributing and tracking case files and documents, preparing and securing courtroom and juries, assisting victims and witnesses during court proceedings, assisting judges and attorneys, and maintaining court exhibits.

Examples of Duties:
Any one position may not include all the duties listed, nor do the examples, listed in their relative order of importance, include all duties that may be found in positions in this class.
  • Takes attendance for jurors reporting for duty, keeps jurors together during breaks.
  • Prepares jury and courtroom for deliberation; order meals for deliberating jurors.
  • Distributes court calendars and files; tracks parties to case files.
  • Prepares courtrooms for court proceedings, including jury trial; checks in on attorneys and clients.
  • Draws juries, secures, sequesters and escorts jurors to the courtroom.
  • Assists judges in coordinating court proceedings by retrieving documents, photocopying materials, receives, records, tracks and secures court exhibits.
  • Acts as a liaison between judges, juries, attorneys, and witnesses.
  • Maintains order in courtroom during trial and guards jury from outside contact.
  • Enforces courtroom rules of behavior and warns persons not to disturb court procedures.
  • Announces entrance of judge; Stops people from entering courtroom while judge charges jury.
  • Provides jury escort to restaurant and other areas outside of the courtroom to prevent jury contact with public and guards lodging of sequestered jury.
  • Checks courtroom for security and cleanliness and assures availability of supplies.
  • Reports need for police or medical to Sheriff’s office.
  • Any other duties as assigned

Any combination of training and experience providing the following knowledge, skills, and abilities.

  • Knowledge of the court system.
  • Knowledge of the Criminal Justice System.
  • Ability to listen to what other people are saying and asking questions as appropriate.
  • Ability to identify the nature of problems.
  • Ability to exercise good judgment in recommending possible solutions for juror difficulties.
  • Ability to establish and maintain good working relationships with judges, jurors, court staff, public officials, and citizens of the community.
  • Ability to speak clearly so that is it understandable to listener.
  • Ability to communicate information and ideas in speaking so others will understand.
  • Ability to concentrate and not be distracted while performing a task over a period of time.
  • Ability to tell when something is wrong or is likely to go wrong.
  • Proficient use of computer software such as Microsoft Windows Applications; Word, Excel, Access, and Outlook.

For Pre-Employment:
  • High School graduate or equivalent plus one year of related experience in courts, legal office, or dealing directly with the public is desirable.
  • Must possess and maintain a valid driver’s license and be free of any major traffic violations for the last three years.
  • Must pass required background check.
