The Massachusetts Department of Mental Health (DMH) is seeking an experienced and dynamic professional to serve as the Associate Center Director for the MA Mental Health Center (MMHC) in Boston.

Reporting to the MMHC Center Director, the selected candidate will be responsible for the administrative and clinical management of our vibrant center’s continuum of services including outpatient clinic services and state/vendor operated community programs. As a member of MMHC’s senior leadership team, the Associate Center Director works to further the Center’s transdisciplinary vision that promotes and maintains the delivery of high-quality integrated services in a cost-effective manner.



Please Note: This position is 40 hours per week. The incumbent will work from 9:00 - 5:00 on Monday through Friday, days off are Saturday and Sunday.


Duties and Responsibilities (these duties are a general summary and not all inclusive):

  • Develops and implements a plan for the delivery of Mental Health Services based on DMH priorities which assures consistency, integration, and comprehensiveness of the service delivery system integrating effective Risk Management and Quality Management principles and practices.
  • Provides direct administrative oversight by monitoring the delivery of all programs purchased or directly provided by the Site
  • Oversee and manages budgets of programs purchased or directly provided by the Site.
  • Provides oversight of transition planning from Acute and DMH continuing care units and monitors availability of diversion/step-down resources.
  • Monitors utilization of MMHC clinic, site based, and community-based vendor operated services ensuring optimal utilization.
  • Oversees all clinical and operational aspects of the MMHC clinic and site-based services including but not limited to the adherence to all Departmental policies and procedures, use of electronic health records, Medicaid Billing System, rehab option certifications, utilization management, risk management and service authorization.
  • Provides oversight and supervision of the Service Authorization Dept. and Case Management staff; ensures case management services follow DMH regulation and standard business practice.
  • Coordinates the recruitment, hiring, ongoing direct and indirect supervision of assigned personnel and office functions including budgeting and service delivery.
  • Participates in area planning and development around goals and DMH initiatives, including providing information and reports as requested, attending Statewide DMH clinic and case management forums, serves on DMH committees as requested.
  • Establishes quality and efficiency standards in all areas of responsibility and ensure that these standards are measured and reviewed on an ongoing basis.

Preferred Qualifications:

  • Knowledge of mandated reporting requirements for DPPC, DCF, Elder Services and DDS.
  • Familiarity with the theories, principles and practices of mental health rehabilitation, recovery, and trauma informed care.
  • Demonstrated ability to facilitate consensus and cooperation between diverse stakeholders, such as clinic providers, case managers, community providers, family members, consumers, legal guardians, inpatient providers, and staff.
  • Experience with oversight and integration of complex systems or service components with specific service objectives which provide a wide range of service options.
  • Commitment to cultivating a diverse, inclusive, and supportive environment for both participants served and staff.
  • Understanding of the principles and practices of human resource management including behavioral techniques, planning, forecasting, and organizational development.
  • Demonstrated ability to supervise staff including performance appraisal, employee coaching/training/development, and performance management.
  • Strategic thinker who is visionary, innovative, creative, and willing to take appropriate risk.
  • Strong technology skills and experience with Joint Commission Standards and CMS Regulations.
  • Proficient usage of Microsoft Office products including Word, Excel, Teams, and Outlook.
  • Given the population served, bilingual or multilingual fluency.

Qualifications

MINIMUM ENTRANCE REQUIREMENTS:

Applicants must have at least (A) five (5) years of full-time or, equivalent part-time, professional, administrative, supervisory, or managerial experience in business administration, business management, public administration, public management, clinical administration or clinical management of which (B) at least one (1) year must have been in a project management, supervisory or managerial capacity or (C) any equivalent combination of the required experience and substitutions below.

Substitutions:

I. A certificate in a relevant or related field may be substituted for one (1) year of the required (A) experience.

II. A Bachelor’s degree in a related field may be substituted for two (2) years of the required (A) experience.

III. A Graduate degree in a related field may be substituted for three (3) years of the required (A) experience.

IV. A Doctorate degree in a related field may be substituted for four (4) years of the required (A) experience.
