WHO HAVE BEEN EMPLOYED A MINIMUM OF SIX MONTHS OR LONGER*

Minimum Qualifications:

High School Diploma or GED required, supplemented by vocational or technical training in business, administration, or a related field; supplemented by three (3) years of public administration and fiscal support experience; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this
position.

Specific License or Certification Required: Incumbent must be bondable.

Specific Knowledge, Skills, or Abilities: Must be able to demonstrate proficiency in performance of the essential functions and learn, comprehend, and apply all county or departmental policies, practices, and procedures necessary to function effectively in the position.

EXAMINATION:
The examination will consist of a review of education and experience, accomplished by analysis of the application. Application must document that the applicant possesses the minimum knowledge, skills, education and experience as listed to be rated as eligible. If selected, an official, accredited college transcript is required, at time of employment, for all degrees/course work used to qualify for this position.

Example of Duties

Purpose of Classification:
The purpose of this classification is to supervise tax appraisal support staff.

Responsibilities include overseeing operational activities and supervising assigned staff, generating production reports, and resolving difficult or complex problems.

Essential Functions:
The following duties are normal for this position. The omission of specific statements of the duties does not exclude them from the classification if the work is similar, related, or a logical assignment for this classification. Other duties may be required and assigned.

Supervises, directs, and evaluates assigned staff: approves/processes employee concerns and problems and counsels or disciplines as appropriate; establishes workloads, prioritizes work assignments; monitors employee performance and completes employee performance appraisals; acts as a liaison between employees and management; and interprets/trains staff in operations, policies, and procedures; trains new staff on fiscal procedures and cross-trains other staff to ensure maximum effectiveness and efficiency.

Oversees operational activities, including auditing cashier reports, running batch reports, preparing deposits, ensuring correct drawer balances of items, and ensuring money is properly deposited.

Processes a variety of data entry items: processes personal property returns, freeport returns, and leased equipment returns; posts values to assesments; keys into database all appeals, Board adjustments, mobile home adjustments, new accounts, Flybacks, and BOE value after parcel appeal has been heard; certifies parcels to BOE; and runs batch reports for various letters.

Generates production reports: maintains accurate count of work completed on a daily basis; compiles weekly report of all work done by each employee on daily basis; and prepares weekly report of amount of incoming mail, i.e. Business returns, Flybacks, appeals, etc.

Prepares board agendas for meeting with the Board of Assessors: compiles information for bi-monthly board agendas to be submitted to the Board of Assessors for approval; utilizes IAS system to determine which parcels should be assigned to each board agenda.

Resolves difficult and complex problems which require the attention of a supervisor; deals with irate customers, collection problems, complex tax issues, or other problems requiring extensive research, knowledge, and interpretation of policies, regulation, and laws; responds to requests for assistance and/or information received in writing, by phone or in person.

Composes and edits correspondences, reports, and other documents related to fiscal activities, including letters, memos, production, and status reports.

Provides customer service: acts as back-up for front lines; provides information on all tax related matters; answers phone calls; transfers calls or redirects visitors to appropriate department and/or individual; and assists customers with filling out returns and appeals.

Assists in preparing and monitoring department budget: researches previous year expenditures determining staffing levels, and estimating capital purchases; and monitors and approves expenditures and revenues to ensure division remains within approved budget.

Acts as a liaison between assigned department, clients, staff, and other professionals.

Additional Functions:

Mathematical Aptitude: Requires the ability to perform addition, subtraction, multiplication, and division; the ability to calculate decimals and percentages; the ability to utilize principles of fractions; and the ability to interpret graphs.

Functional Reasoning: Requires the ability to apply principles of influence systems, such as motivation, incentive, and leadership, and to exercise independent judgment to apply facts and principles for developing approaches and techniques to
resolve problems.

Situational Reasoning: Requires the ability to exercise judgment, decisiveness and creativity in situations involving the evaluation of information against sensory, judgmental, or subjective criteria, as opposed to that which is clearly measurable or verifiable.
