Step into Your New Role
Kleinfelder is seeking an Air Quality Manager to lead air quality work and service growth for the Los Angeles region. This candidate will support project management, technical execution, team leadership, and strategic client and business development for multi-disciplinary industrial and construction environmental clients.
The candidate for this position will sit in our downtown Los Angeles, Riverside, or Laguna Hills office and will work on exciting large transportation, water, and municipal agency contracts as well as private contracts to contribute a real positive impact on our community. The candidate should be able to collaborate and communicate effectively in a team environment and exercise project authority and mentorship over project team members, while also able to work independently and be self-driven to accomplish goals and objectives.
RESPONSIBILITIES
This individual will be responsible for management of Air Quality Compliance projects, including, but not limited to:
  • Management of compliance projects from initial client engagement and proposing to execution of projects.
  • Communicate as point of contact with internal or external clients.
  • Provide technical expertise to clients with regards to air quality compliance.
  • Provide high standard of quality assurance/quality control through review of project deliverables.
  • Mentor and manage junior staff and project level compliance professionals.
  • Develop and implement strategy for business development with existing and new clients.
  • Provide health and safety support for projects.

EXPERIENCE & ACADEMIC REQUIREMENTS
  • Minimum of 8 years of related air compliance experience.
  • Minimum of 5 years of consulting project management experience with multi-disciplinary environmental compliance projects and proven responsibility with scope / schedule / budget.
  • Knowledge of federal, state, and local environmental regulatory agency laws, regulations, and permitting requirements.
  • Experience in the following:
    • Air quality permitting
    • Title V / RECLAIM permitting, CEMS, and compliance reporting
    • SCAQMD, SDAPCD, SJVAPCD, and other air districts
    • California Air Resources Board (CARB) rules and regulations including On-road, Off-road, PERP, LSI, Public & Utility Fleets, and Commercial Harbor Craft
    • Greenhouse gas analysis
    • Annual emissions reporting
    • Toxic Release Inventory reporting
    • Compliance auditing
  • Experience in the following are preferred:
    • Risk Management Program / California Accidental Release Program (CalARP)
    • Aboveground /underground storage tanks compliance and SPCC plan development
    • Hazardous Materials Business Plan (HMBP) and California Environmental Reporting System (CERS)
    • Underground storage tank compliance
    • Stormwater quality and wastewater compliance
  • Bachelor's degree from an accredited college/university in Engineering, Environmental Science, or other related field. Advanced degree(s) preferred.
  • CPP certifications or other compliance certifications preferred.
  • Advanced computer skills with MS Office software, including Word, Excel, and Power Point.
  • Professional License is not required but preferred. Ability to obtain professional registration in California (e.g., PE) a plus.

POSITION CONDITIONS
  • This position is performed in an office and field environment.
  • Candidate must pass a medical surveillance that includes drug screening.
  • Ability to lift up to 25lbs.
  • Up to 20% of time may be dedicated to field activities in varying environmental conditions including inclement weather.
  • Some night and weekend work may be required for this position.
  • May periodically require travel and stays outside of the greater Los Angeles area.
  • Personal vehicle use for travel to / from project site is expected.
