The mission of the Department of Public Instruction:
The State Board of Education has the constitutional authority to lead and uphold the system of public education in North Carolina.

The primary purpose of this position is to ensure the accuracy and timeliness of all of the agency’s cash transactions in accordance with Generally Accepted Accounting Principles, and the Office of State Controller and Office of State Treasurer Accounting Policies and Procedures. This position reports to the Assistant Finance Manager of the Division of Financial Services and performs duties related to agency daily and month end close out requirements, LEA, Charter School and agency cash management processing for all budget code including federal grant funds, credit card refunds and backs up for the agency payroll activities. This position must recommend changes to procedures as deemed necessary and monitor adherence to the procedure by developing guidelines and controls. This position is in constant daily interaction with LEAs, Charter Schools, and agency financial personnel. This position is to also provide detailed information related to cash management transactions to the state Auditors during the annual audits.

Knowledge, Skills and Abilities / Competencies

  • Demonstrated thorough knowledge of Generally Accepted Accounting Principles (GAAP) and the ability to apply those principles in day-to-day accounting activities.
  • Demonstrated knowledge and experience in cash management, including online banking activities.
  • Demonstrated knowledge of governmental auditing and compliance standards.
  • Demonstrated proficiency in Word, Access, and Excel.
  • Ability to analyze and reconcile accounts
  • Strong written and oral communications.
  • Ability to operate independently with minimal supervision
ADDITIONAL EXPECTATIONS OF THE POSITION:


Experience with federal grant funds.


Critical Thinking:
  • Ability to analyze moderately complex situations.
  • Ability to recommend solutions and options.
  • Ability to recommend response to a moderately complex situation based on interpretation of local, state, and federal regulations and standards.

MANAGEMENT PREFERENCES:

  • Preferred candidates will have advanced skills in the following: NCAS, NCFS, Core Banking and X-Cloud.

NECESSARY REQUIREMENTS:

  • Valid NC Driver's License. Out of State Applicants must have valid Driver's License and acquire NC Driver's License within 60 days of hire

Minimum Education and Experience Requirements

Bachelor’s degree in accounting, or a degree in business administration, finance, public administration, or a related discipline from an appropriately accredited institution with 18 semester hours of accounting; or equivalent combination of education and experience.
