The Texas Health and Human Services Commission (HHSC) Community Services (CS) Section seeks a highly qualified candidate to fill the Workforce Operations Management Analyst position. CS is a new department within the Chief Programs and Services Office. The Workforce Operations Management Analyst reports to the CS Operations Support Director. This position performs highly advanced (senior-level) professional financial, contract, workforce, administrative and policy analysis work to assist leadership in operating more efficiently and effectively. Work involves overseeing and implementing organizational effectiveness around activities, such as personnel and office notifications, disaster management, streamlining policy and procedural manuals, CS Operations mailbox administration, creating data reports and presenting to CS leadership. Work includes applying change management concepts, project management, and analytical skills to identify barriers and develop solutions to improve business processes and efficiencies. Work also includes the development and maintenance of the department-wide business continuity plan and other projects supporting organizational efficiencies with CS. This position works under minimal supervision, with extensive latitude for the use of initiative and independent judgement. A skills assessment will be required for those considered for interview.



Essential Job Functions:
(25%) Serves as the coordinator of the CS Operations mailbox, and the product owner for the CS Continuity of Operations Plan. Receives section and division assignments and obtains feedback and signatures, as needed, to meet deadlines. Serves as the Human Resources and centralized Budget Position Control (BPC) Coordinator for the section as well as departments audit coordinator. Serves as backup for open records request assignments. Assists with SharePoint site administration. Designs, evaluates, recommends, and approves changes to forms and reports.

(20%) Develops data-driven solutions to organizational issues and concerns, including employee engagement activities. Develops organizational change strategies and plans, and may conduct training for their implementation. Interprets historical, current, and projected data to identify problems, root causes, and areas for which procedural or system improvements are required. Reviews and evaluates new or improved business and management practices for application to agency programs or operations.

(20%) Reviews comprehensive technical records, including but not limited to, personnel action, contract, and audit reports. Interprets and presents data, identifies challenges and alternatives, and makes and justifies recommendations. Contributes to the design and implementation of survey tools and other tools to gather data to identify opportunities for improvement throughout Community Services. Manages concurrent projects and studies, keeping management apprised on status. Advises management on staff needs related to the Division, Department, and Section initiatives.

(15%) Serves as the CS liaison with HHSC Emergency Management and in disaster situations may work hours outside of the normal schedule to meet agency needs. Prepares and compiles situation reports during disaster declaration periods. Tracks policy waivers initiated as a result of disaster management. Conducts after action reviews following disaster response activities. Creates and updates staff emergency evacuation plans.

(10%) Develops solutions to organizational issues and concerns, develops organizational change strategies and plans, and/or conducts training for their implementation. As needed, develops new and modifies existing administrative program policies, procedures, goals, and objectives. Creates standard operating procedures for Operations administrative tasks and responsibilities. Develops solutions to organizational issues and concerns, develops organizational change strategies and plans, and may conduct training for their implementation.

(10%) Other duties as assigned include but are not limited to actively participating and/or serving in a supporting role to meet the division and agency’s obligations for disaster response and/or recovery or Continuity of Operations (COOP) activation. Such participation may require an alternate shift pattern assignment and/or location.

Registration or Licensure Requirements:


Initial Selection Criteria:
Graduation from an accredited four-year college or university. A degree with major coursework in business administration, human resource management, finance, public administration, or a related field is generally preferred.
Experience may be substituted for education, year for year.
Experience tracking and coordinating projects and reports.
At least 3+ years of full-time professional work experience in large public sector or nonprofit organization.
Experience in financial analysis, researching, and analyzing federal or state laws, regulations and policies is preferred.
