Complete Description:

The ideal candidate is bilingual (English/Spanish) and a resident of Prince William County with ties to the community.

At a minimum, candidates must have a high school diploma or G.E.D. with at least 6 years of relevant work experience or a college degree with 2 or more years of relevant work experience.

Candidates with more experience are encouraged to apply as well.

Prior experience in public service, social services/impact, education, community development, non-profit organizations or volunteerism or similar roles would be an asset. The ideal candidate needs to be adept with technology devices, applications and using the internet to teach basics at the true beginner to early intermediate level but is not expected to be an IT expert.

Excellent verbal and written communications skills and a commitment to client success and satisfaction are required.

A strong track record of success helping people or organizations achieve their goals through collegial teamwork is highly desired. The ideal candidate is self-directed, strategic, creative, highly motivated, highly organized, and able to work

in a fast-paced environment to achieve outcomes that matter for County’s residents. Candidate is

comfortable working on the go from different locations across the County based on needs and class

scheduling. The candidate should have excellent written and oral communication skills with understanding

on when each type should be used according to the culture of each group, whether county government,

community groups, or residents, providing information or serving as an instructor. Effective listening skills

and the ability to adapt to the culture of each organization or group is critical.

Candidates should be detail-oriented and data-driven, developing metrics for tracking the success of the

program and participants that can be used to improve overall program performance, bring positive visibility

to the County as a digital inclusion leader, as well as to support grant and other funding opportunities to

support program goals. Experience developing or administering grants would be a plus.

comfortably, confidently, and compassionately with staff at all levels and above all with the community

members we serve.

THE CHALLENGE

What are the biggest challenges or problems Candidate would need to address? How will you

know if they have the critical thinking skills needed to address the typical challenges of this job?

This is a new position supporting a relatively new program. The successful candidate must be self motivated go-getter requiring minimal oversight and direction to hit-the-ground running to stand-up and

scale the program. Candidate must be able to demonstrate that they can work independently, are an

effective listener and communicator, know intuitively when they need to ask for help or guidance, and at

the same time be an instinctive, inclusive team player.

We know that there are unserved and underserved County residents who need to develop or improve

their digital literacy skills to better participate and benefit from the digital economy. Using demographic

data along with data and anecdotal evidence from other County agencies, we can make reasonable,

broad-based assumptions about target audiences, where they live, what kind of help they may need

most, where and when to offer classes along with what types, and how to best reach them.

This will largely be an exercise in testing and refining assumptions and strategies to better define,

understand and serve clients. The successful candidate should be comfortable working with unknown

variables, and able to demonstrate how they have creatively applied critical thinking skills and strategies

to solving problems when there isn’t a one-size-fits-all, out-of-the-box solution.

The partnerships DoIT is forging with other County agencies are important components of success for

the program. By leveraging leadership, funding, resources, and expertise through cross-agency

collaboration, we aim to create greater community impact more efficiently and effectively than if each

agency addressed digital literacy in a silo. Each County agency has its own culture and priorities, and it will

be imperative to learn how partner agencies work to create a supportive and synergistic relationship.

Each agency has their own vocabulary pertinent to their business functions that must be understood.

Digital literacy is a priority for DoIT and partner agencies, but secondary to agencies’ overarching mission.

The challenge will be to elevate, expand and bring more visibility to programs using the resources

available today, but also document and demonstrate the value the programs provide to residents to

justify ongoing or increasing levels of support. A key component is the development and maintenance of

professional, trusted relationships with partner agencies to properly represent DoIT and the Technology

Inclusion mission.

Community partners will want concrete information that will provide proven benefits to their

constituents. Building a bridge between these groups, county agencies, and DoIT can provide a way to

draw in the county residents who need Technology Inclusion and Digital Literacy the most to improve

their lives and give them solid footing in this digital age.

Technology is in a constant state of change. The successful candidate also needs to be willing to learn

new technologies, applications, and internet essentials to advance their own skills so they can help others

effectively learn and leverage change
