The Monterey County Water Resources Agency invites your interest for the position of Water Maintenance Worker I.
THE AGENCY
The Monterey County Water Resources Agency (MCWRA) is an independent, special purpose public agency staffed with dedicated employees and focused on flood control and water resources management in Monterey County. The Agency was created via a California Water Code Appendix in a statute known as the Monterey County Water Resources Agency Act. The Agency provides the following services: control of flood and storm waters in the County, water conservation, protection of water quality, reclamation of water and the exchange of water. Fundamental to the agency’s mission to sustainably manage water resources while minimizing impacts from flooding, the MCWRA owns and operates the Nacimiento and San Antonio reservoirs and dams, a hydroelectric facility at Nacimiento Reservoir, and numerous other facilities.

The Agency is governed by the Monterey County Water Resources Agency Board of Supervisors for larger policy matters and a nine-member Board of Directors for more in-depth oversight. Members of the Board of Directors are appointed by the Monterey County Water Resources Agency Board of Supervisors, a city selection committee, and local agricultural groups. Prior to being formally established in 1991, the Monterey County Water Resources Agency was the Monterey County Flood Control and Water Conservation District, established in 1947 and organized as a division of the Public Works Department of the County of Monterey. The Agency is independent from the County, but both entities collaborate closely and share the same elected Board of Supervisors that also act as the Board of Supervisors of the Agency.

THE POSITION
The County of Monterey Water Resources Agency (MCWRA) is seeking a Water Maintenance Worker I. Incumbents perform labor-intensive unskilled and semi-skilled work. Positions in this class are distinguished from all other maintenance-type classifications in that the work is performed on flood control and water conservation structures and facilities and grounds.

The Eligible List established by this recruitment process may be used County-wide to fill current and future vacancies on a regular full-time, part-time, or temporary basis.

This classification is part of a flexible series. Incumbents appointed at the lower level of the career series may be promoted up to the higher level of the career series subject to their meeting the employment standards for the higher class and a recommendation for their promotion by the appointing authority.

Examples of Duties

  • Assists personnel, who are skilled in electrical, plumbing, sandblasting, painting, welding, carpentry, cement finishing and equipment operation, in the maintenance of pumps, valves, dam structures, gates, drainage structures, guardrails, retaining walls, pipes, elbows, levees, fences, etc.
  • Stores, mixes and applies herbicides
  • Performs unskilled and semi-skilled work, such as clearing drainage ditches and removing debris
  • Operates a variety of small hand and power tools such as chainsaws, jackhammers, shovels, picks and hoes in performing semi-skilled and unskilled tasks
  • May occasionally operate heavier equipment, if qualified, in the absence of regular operators
  • Performs operator’s maintenance and service on tools and equipment
  • Flags traffic; sets up barricades

QUALIFICATIONS

The successful candidate will have a proven track record demonstrating the following knowledge, skills, and abilities:

Some knowledge of:
  • Methods, procedures, materials, and tools used in water maintenance work and repair of Water Resources Agency facilities
  • Basic construction safety practices and CAL-OSHA standards as they relate to this position
  • Basic math sufficient to keep timecards, equipment, and service records
  • The California Vehicle Code with respect to the operation of assigned equipment on highways
Skill and Ability to:
  • Perform heavy physical and manual labor
  • Perform basic mathematical calculations, i.e. add, subtract, multiply, divide
  • Skillfully and safely operate small hand and power tools
  • Assist personnel, who are engaged in electrical, plumbing, painting, welding, carpentry, cement finishing and equipment operation, and in the maintenance of pumps, other structures, and equipment
  • Read and write English at a level sufficient to follow oral and written instructions, and to complete basic time, equipment and service records
  • Establish and maintain cooperative work relationships with those contacted in the course of work; provide excellent and courteous customer service

Examples of Experience/Education/Training

Any combination of training, education and/or experience which provides the knowledge, skills and abilities and required conditions of employment is qualifying. An example of a way these requirements might be acquired is:

Experience:
Approximately one year of experience as a maintenance or construction laborer or truck driver, which included work such as the type done in flood control or water related agencies.

Desirable Qualification:
Possession of a Qualified Applicator’s Certificate issued by the State of California is highly
desirable.

CONDITIONS OF EMPLOYMENT

The required conditions of employment include, but are not limited to the following:

  • Possess and maintain a valid California Class C driver’s license or the ability to provide suitable transportation that is approved by the appointing authority
  • Be available to work a flexible schedule, including evenings, weekends, holidays, and during times of disaster and/or emergency
  • Incumbent will be required to obtain a valid California Class A driver’s license within one year of appointment
  • Work under adverse conditions such as inclement weather, dust or silica dust, heat or steam, wind, or environments subject to sudden changes and/or extremes in air temperature, pressure or humidity, work outdoors, on uneven and/or slippery and/or wet ground surfaces, at elevations above ground level, in confined or extremely small work spaces, come into contact with water, petroleum products, lubricants, cleaning solutions or solvents, toxic fumes, liquids or gases, allergens, chemical products requiring MSDS sheets, plant, animal or food material or waste, around moving machinery, vehicles, equipment, hand and/or power tools, electricity, vibration, and in extremely noisy environments
  • Wear and use safety clothing and equipment as required, i.e. safety glasses, gloves, etc.
  • Some positions may require the need to demonstrate the ability to swim safety for approximately 50 yards in order to safely work on and around large bodies of water, i.e. rivers, lakes, dam
