Directs the financial activities of the PWSB by performing the following duties personally or through subordinate supervisors.

Includes the following, others may be assigned:

  • Supervises Customer Service, Finance Department and MIS Departments to ensure PWSB compliance with all financial regulatory requirements and to provide coordination of accounts information, studies, and reports.
  • Develops and installs procedures and controls to promote communication and adequate information flow within the supervised departments and with other PWSB departments.
  • Maintains a sound plan of organization, establishing policies to ensure adequate management development.
  • Directs the preparation of the annual budget and audit, the monthly budgets for each department and budget variance reports including necessary supporting documentation and justification. Prepares annual and monthly forecasting budgets. Presents budget information to the PWSB Board.
  • Prepares and oversees maintenance of an asset management plan.
  • Prepares 3 year, 5 year, 10 year and 20 year operation and capital expense plans.
  • Prepares reports which summarize and forecast PWSB business activity and financial position in areas of income and expenses based on past, present, and expected operations.
  • Supervises the maintenance of the City/PWSB accounts transactions.
  • Provides PWSB financial information for Public Utilities Commission rate filings, Clean Water Finance Agency funding, Water Resources Board surcharge funding, and other capital expense projects.
  • Prepares grant applications for project funding.
  • Prepares and supervises the maintenance of the long term debt schedules of all bonds, BANS and Capital Leases.
  • Provides financial reports and studies for financial, regulatory and City agencies, the PWSB Board and the Chief Engineer.
  • Makes recommendations to the Chief Engineer and Board as necessary on any new applications such as utility billing systems, general ledger systems (and its interface with the City general ledger systems) or any other systems such as inventory, etc.
  • Works with the Bond Trustee on reconcilements and transfer of funds. Establishes relations with other banks and other financial institutions as needed.
  • Investigates and advises management on insurance coverage for protection against property losses and potential liabilities. Prepares and reviews proposals.
  • Provides efficiency analysis of PWSB operations.
  • Participates in collective bargaining and provides cost estimates for various proposals.

Bachelor of Arts Degree (B.A.) in Accounting or Business from an accredited College or University. MBA and/or CPA preferred. Two to five years related Municipal accounting experience that includes financing experience with bonding and long term debt, and at least one year of budget experience. Two years of management experience is required.

Ability to read, analyze and interpret general business periodicals, professional journals, technical procedures and government regulations. Ability to write financial reports, business correspondence and procedure manuals. Ability to effectively present information and respond to questions from groups of managers, customers, the City Council and the PWSB Board.

Job Type: Full-time

Pay: $75,000.00 - $100,000.00 per year
