SUMMARY

This position is responsible for performing advanced technical work within the Engineering Department, involving the application of engineering techniques gained through training and experience to a wide variety of water supply engineering tasks both in the office and the field. Duties include computer-aided drafting (CAD) and design, geographic information systems (GIS) management, maintaining engineering records including infrastructure databases, using computer system technology to enter and manage data and generate reports, develop queries, and maps of water infrastructure and GIS databases, gathering data in the field for water infrastructure related construction projects. This position interacts with all other divisions of the PWSB, customers, contractors, consultants and all governmental agencies. Limited supervisory duties are required. Work is performed under the direct supervision of the Water Engineering Manager and Water Engineering Project Manager.

ESSENTIAL DUTIES AND RESPONSIBILITIES

The position will entail a combination of office and field work along with a broad range of information technology duties in support of the Engineering Department as well as interaction with other PWSB Departments as required for water infrastructure and asset management.

Implement and manage all aspects of the PWSB Geographic Information Systems (GIS) mapping, database, and asset management software systems including developing AutoCAD Map/GIS drawing standards, implementing procedures to facilitate the efficient use of mapping and database systems within the department. Responsible for identifying, assist in procuring, installing and properly maintaining CAD, GIS and related software programs and databases on in house computer systems. Research, evaluate and make mapping and database technology recommendations and identify potential applications to management.

Keep current of GIS and related technological developments, information sources and current issues through continued education and professional growth by attending conferences, seminars and workshops as recommended and approved by the PWSB.

Responsible for developing, coordinating and providing on-the-job training and on-going technical support to any employees or new hires that are required to utilize the current GIS mapping, database and work order computer software applications in the performance of their particular job duties within the organization.

Shall be responsible to facilitate training by developing training materials such as instruction outlines or handouts for employees, as needed.

Responsible for developing, maintaining and updating all mapping and record databases of the PWSB distribution system and watershed areas using geographic information systems applications such as AutoCAD Map and ArcGIS and other related software systems. Performs GIS database administration and

quality assurance assignments; develops automation tools or utilizes standard scripts to integrate CAD and GIS databases and queries to search for database errors or inconsistencies; coordinates data correction assignments; requests GPS data collection and field verifications to populate or correct facilities data; verifies the accuracy and completeness of GIS data received from outside sources; composes metadata to document data purpose, quality and field attribute details.

Responsible for developing, maintaining and updating all conventional and database engineering records, design standards and data associated with the distribution system (i.e. water main, valves, hydrants and water services.)

Using computer-aided drafting, produce plans for proposed water system capital improvement projects, as built drawings for completed projects, and associated updates to the master PWSB system maps and records; using GIS and related software tools to design and produce a wide variety of custom maps integrating GIS and imagery data to meet specific requirements.

Generate and maintain engineering work orders utilizing the PWSB asset management system software application. Coordinates and oversees the processing of detailed work order data into the CAD and GIS databases; reviews results for accuracy and completeness.

Assist the PWSB 's engineering consultants in providing information and data regarding the water system for use in conducting hydraulic computer modeling of the water distribution system. Responsible for maintaining valves, hydrants, pipelines, service lines, description fields and associated databases integral to the computer hydraulic model.

Assist each service community' s GIS coordinators to maintain the GIS data related to the PWSB system records that are included in each service area's GIS mapping system.

Assist in the design, preparation of plans and specifications of various capital improvement projects Gather field information for water main projects and engineering records;

Perform field inspections to insure compliance on any PWSB construction projects;

Perform water main and service line locates in the field for capital improvement projects and Dig safe using system records, metal detectors or electronic pipeline locators;

Ability to operate a large variety of complex machines directly related to water supply engineering work such as personal computers and related software, plotters, printers, scanners, blueprint machines, metal detectors, pipeline locators, etc.

Skills in research, data entry, photo and/or document scanning and data layer construction;

Instruct and review office tasks, procedures and duties to temporary or full time clerical personnel; Receive and resolve routine customer inquiries in person or by telephone;

Provide system records, reports and/or maps upon request;

Perform other duties and activities that may be required for the efficient operation of the PWSB with the ability to work effectively within deadlines and adjustments to priorities.

QUALIFICATIONS

EDUCATION and/or EXPERIENCE

Bachelor of Science in Water Supply, Civil, Environmental, Sanitary, Mechanical or Construction Engineering, and eight years' experience working for a water utility or a consultant engineer whose primary focus is water supply / or an Associate's Degree or equivalent from a two-year college in Engineering, and ten years' experience working for a water utility or a consultant engineer whose primary focus is water supply / also may be deemed acceptable. Must have thorough knowledge and experience with computer operations and applications related to the waterworks industry. Must have experience with Autodesk and ESRI products such as ArcGIS for Water Utilities and related software packages such as ESRI, AutoCAD LT, AutoCAD Map, and GPS relational databases. Must have a thorough knowledge of the principles of water supply engineering, mechanics of materials, structures and hydraulics principles and practices as applied to the design and construction of water supply treatment and distribution facilities and appurtenances. Must have the ability to make engineering computations, prepare cost estimates, draw moderately complex engineering plans using conventional and computer aided drafting skills and develop specifications for engineering related assignments.

Ability to read, analyze, and interpret common scientific and technical journals, software manuals, instructional classroom settings. . Ability to deal with and respond to common inquiries or complaints from public, regulatory agencies, or members of the business community; ability to establish effective working relationships; ability to communicate effectively, both orally and in writing; ability to read, write, understand, and communicate in English sufficiently to perform the essential duties of the position; initiative; good judgment; tact; accuracy; resourcefulness.. Must have the ability to understand, interpret and process complex written and oral instructions.

MATHEMATICAL SKILLS

Ability to apply advanced mathematical concepts with a thorough knowledge of engineering mathematics.

REASONING ABILITY

Ability to define problems, collect data, establish facts, and draw valid conclusions. Ability to interpret an extensive variety of technical instructions in mathematical or diagram form and deal with several abstract and concrete variables. Must have the ability to make decisions recognizing established precedents, practices and systems within the PWSB, as well as to make decisions recognizing current laws, rules and regulations. Must have planning abilities that ensure full performance and high morale, as well as the ability to establish and maintain effective working relationships with other employees and the general public.
