Salary is $65,676.34 - $79, 830.00 per the SMA (Supervisory Management Alliance) Working Agreement. As part of the team, each person will be required to be part of a rotating on call schedule; additional compensation is provided for being on call and all emergency call-in events are paid at an overtime rate.

This position is responsible for technical and supervisory tasks associated with the operation and maintenance of the City of Portsmouth"s Peirce Island WWTF, located on Peirce Island. Under the direct supervision of the Chief Plant Operator, this position manages the equipment maintenance and inventory program (utilizing the city"s computerized maintenance management system) and along with a team of NH certified wastewater treatment operators - maintains, repairs and operates all aspects of the wastewater treatment facility.

Essential Duties and Responsibilities

Works with CPO and Operations Manager to oversee all aspects of process control at the City of Portsmouth"s water or wastewater treatment facilities including sampling, testing, treatment process control and sludge processing.

Maintains and utilizes the City"s computerized maintenance management system (CMMS).This includes assigning daily work orders and ensuring they are completed in a timely fashion and keeping record of scheduled and unscheduled maintenance activities.

Keeps adequate inventory of spare parts using the CMMS.

Maintains and operates treatment facility equipment including pumps, motors, laboratory equipment, chemical injection systems, blowers and other equipment essential to operations.

Attends training sessions to obtain credits necessary to maintain a valid New Hampshire water or wastewater operator"s license and to remain current on new developments in the industry.

Performs buildings and grounds maintenance as necessary to keep a clean, orderly, and safe working environment.

Corresponds with customers, municipal, state, and federal officials and consultants regarding plant facilities and requirements.

Administers employee safety programs and training.

Performs administrative duties for division; prepares equipment bid documents; develops record and report forms; compiles information, prepares and submits monthly reports according to city, state, and federal requirements.

Maintains quality treated water or wastewater, with chemicals and procedures, to ensure compliance with State and EPA guidelines.

Will be part of on-call rotation and be available to respond to emergencies.

Oversees daily log books for plant operations and maintains laboratory records to satisfy state and federal regulations.

Orders and maintains chemical inventory and ensures proper storage.

Determines adjustments to process control based on performance data. Adjusts process set point to optimize treatment system performance. Bases decisions on industry metrics and site specific trends. Utilizes the City"s computerized data management system to assist in decision making.

Performs laboratory work for operational controls and for compliance with standard methods, and/or State and EPA guidelines.

Works on special projects and pilot projects in an effort to enhance plant operations; works with engineering firms on treatment plant upgrades.

Assists the Chief Plant Operator in the development and implementation of policies and standard operating procedures (SOPs).

Performs other duties as assigned by the supervisor.
Qualifications
MINIMUM REQUIRED QUALIFICATIONS - A candidate for this position must have graduated from high school, an Associate"s Degree is preferred in Environmental Science, Engineering, Industrial Technology, or a related field, and have not less than three years" experience in the operations of a water or wastewater treatment facility, a strong background in maintenance is highly desired. A candidate must have a current New Hampshire Water or Wastewater Treatment Operator Grade II license and obtain a Grade III license within 18 months of appointment to this position. A differing combination of education and experience may be considered.
An incumbent must possess a valid driver"s license, and have no offenses which would prohibit or restrict insurability by any insurance carrier providing coverage to the City. Obtaining additional certification or licensing may be required. Full Job Description
