POSITION SUMMARY

The Volunteer Operations Governance and Reporting Manager is responsible for managing and mitigating the risks associated with TU’s Headwaters youth education program and TU chapter and council operations in order to protect the safety of participants, physical assets, brand, reputation, and relationships. This person will manage TU’s responsibility for the actions of its volunteers including, but not limited to, financial and property controls, state and federal fiduciary and licensing compliance, youth, volunteer and event risk management as well as adherence to TU policies and brand guidance. This person will also oversee the gathering of annual reporting metrics.

TU’s unique model empowers the elected volunteers of nearly 420 chapters and councils to make decisions, direct resources and manage local efforts and activities: local people making local decisions about what is best for the coldwater resources in the region. While a great strength for TU, this model also relies on volunteer-led chapters with varying skills, capacity, focus, and approach to deliver a common mission and standard brand experience.

Along with managing risk among our volunteer chapters and councils, a core responsibility will be to support and expand resources and oversight of our growing Headwaters youth education program, which provides angling and watershed educational activities to K-12 and college aged young people.

TU’s vision is for communities across America to engage in the work of repairing and renewing the rivers, streams and other waters on which we all depend. As we amplify our work, we need the support of a professional governance and reporting manager to support the internal coordination, risk management, and compliance function of our vast volunteer base.

The main objectives of this position are to:

  • Develop a solid volunteer risk management and mitigation plan
  • Audit, track and monitor chapter/ council/ youth program compliance
  • Provide support and training to volunteers relative to risk and compliance

This requires a diverse skill set including: (1) exceptional attention to detail while maintaining a view of the big picture; (2) ability to work within grey areas; (3) risk assessment capabilities; (5) strong written and verbal communication skills; and (6) a self-starter.

DUTIES AND RESPONSIBILITIES

Develop a solid volunteer risk management and mitigation plan.

  • Overhaul all youth related risk resources and develop new ones as necessary.
  • Revamp and streamline resources found at tu.org/riskmanagement and tu.org/policies.
  • Chapter/ council real property and conservation easement divestment responsibility.
  • Analyze structure and partnerships within current TU Costa 5 Rivers events and develop new approaches to limit exposure and risk.
  • In the next three to five years, update model chapter/ council bylaws across 420 chapters/ councils.
  • Explore emerging risks for chapters, councils and youth programs (e.g. data security, social engineering, etc…) and with legal counsel work to create policies, guidelines, additional insurance, or other resources to mitigate for them.

Audit, track and monitor chapter/ council/ youth program compliance.

- Maintain NetForum - The database of record on all chapter activities and data (articles of incorporation, bylaws, leaders list, EIN, 990 filings, Annual Activity Report data, etc...)

  • Drive Annual Activity Report filings and ensure comprehensiveness of every report. Proactive outreach to chapters/ councils with holes or alarming reported data.
  • Process and evaluate Annual Activity Reports and present findings to leadership
  • Support the 990/ 990EZ/ 990N/ 990T filings in conjunction with our accountants and/or chapter/ council accountants.
  • Ensure compliance by all TU chapters, councils, and youth programs with all required TU policies and state or federal law.

Provide training and support to volunteers relative to risk and compliance

  • Work to streamline and improve resources and training for chapters/ councils/ youth camps relative to risk, 501c3 compliance, and policies.
  • Process all certificate of insurance requests.
  • Handle the processing of supplemental accident insurance.
  • Process background checks for overnight youth camp participants.
  • Contract review and tracking for chapters, councils or youth programs.
  • Manage MOUs and associated partnerships within the TU Teens and 5 Rivers club system
  • Outreach to chapters, councils or youth programs that are potentially out of compliance with any existing policy and resolve.
  • Support our emphasis on diversity, equity and inclusion at the chapter, council and youth program level by emphasizing and enforcing our code of ethics and anti-harassment policy and providing related trainings.
  • Respond to and investigate potential violations from volunteers or youth programs related to risk or compliance.

Additional responsibilities

  • Support Annual Meeting bylaws required proceedings, e.g. minutes, elections, etc...
  • Process TU’s year end and new member rebates (or develop an automated system to do so.)
  • Embrace A Stream grant program administration and committee support.
Requirements:


QUALIFICATIONS

A bachelor’s degree, or equivalent experience.

At least five years of experience in compliance or similar work.

Strategic and collaborative “problem-solver.”

Ability to listen to and reconcile diverse viewpoints/ conflict management skills.

Highly motivated, self-directed, and capable of identifying needs and responding with strategic action.

Demonstrated success managing multiple projects simultaneously and meeting deadlines with minimal supervision.

Strong communications skills.

Exceptionally detail oriented.

Experience using organizing and data management tools (e.g., CRMs) and using analytics platforms.

Paralegal or legal assistant experience a plus.

Outstanding interpersonal skills, good sense of humor.

Ability and willingness to travel. (For the right candidate, this may be negotiable.)
