Duties

  • Responsible for the formulation of office strategy, long and short-term planning, procurement, contracting, and budget oversight.
  • Serves as an expert on strategic interdepartmental and interagency management policy coordination in support of the Intelligence Community (IC) and the Department’s worldwide consular and management operations.
  • Guides and supports the development of data driven strategies that leverage key components of the IC community, bureau, and consular operations to address IC programs with high impact tools and resources, seeking to maximize efficiency.
  • Prescribes, plans, develops, and directs the comprehensive functions, goals, programs, operations, and special projects assigned to the TIO Office, including planning for and managing contractor support needed to carry out functions and projects.
  • Provides administrative and oversight to a staff that provides governance support and policy guidance to INR, its' offices and its' partners within the Department and the IC, on issues related to policy, strategy, strategic planning, and budget.

Qualifications

Applicants must meet all the qualification requirements described below by the closing date of this announcement.

Applicants must have 1 year of specialized experience equivalent to the GS-14 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position.

Qualifying specialized experience must demonstrate the following:

o Experience conducting extensive probing and analysis to determine the extent of the complex administrative and management problems that have occurred in the administration of IC programs.
o Experience recommending and advising on critical issues such as overall management of domestic and field operations, including sensitive intelligence and special personnel programs and systems.
o Experience performing budget oversight and contract procurement responsibilities to align strategy with procurement, contracting, and budgeting.
o Experience working with stakeholder management teams and other executives to set up and manage governance processes that have procedures utilized by the stakeholders to provide oversight of risk and control.

There is no substitute of education for specialized experience for the GS-15 position.

  • Ability to work with internal and external stakeholders to align strategy to current trends within the Intelligence Community (IC) and Department.
  • Ability to provide leadership, advice, and guidance to staff and senior officials on the interpretation of emerging laws, regulations, standards and policies.
  • Ability to develop and oversee the work of Civil Service personnel and contractors to ensure all work is in accordance with the contract requirements.
  • Skill in communicating effectively, both orally and in writing.

    Next steps
