This recruitment will establish an employment list to fill current and any future vacancies within the Probation Department. The anticipated life of the employment list is six months. Current vacancy is with the Probation Department located in Visalia. The anticipated life of the list is six months.

Typical Duties

Review difficult and unusual cases with subordinate Probation Officers; plan work schedules and supervise staff to ensure efficient use of staff, and appropriate coverage for the assigned unit; assign cases and suggest procedures for investigation; assist in coordinating and correlating work of staff in interrelated cases; make recommendations to the court in juvenile and adult criminal cases, and approve reports of subordinates recommending appropriate probation in both adult and juvenile criminal cases; handle or assist staff with specific crisis situations; develop, schedule and present new employee orientations; oversee and schedule Standards and Training for Corrections (STC) trainings and certifications; write grant proposals; oversee programs such as the Internship Program; act as liaison person for the department in personnel matters and staff development; instruct new employees in the principles and techniques of case investigation and supervision; supervise fully the staff, program and activities in the Juvenile Hall or other juvenile detention facility, supervision and investigation units, or other departmental programs; serve as probation staff liaison to the Juvenile Justice Commission; supervise and coordinate the work of probation interns and Probation Technicians; research, compile data and write conclusions for legal, probation and administrative matters; act as liaison person for the department with Data Processing in probation systems automation; oversee the delinquency prevention program and grants, and serve as liaison person with the community; supervise, train, and evaluate subordinate staff; represent the County and the department before public groups and other agencies; prepare statistical and progress reports.

Employment Standards

Education/Experience – Graduation from an accredited college or university with a major in social sciences, sociology, psychology, criminology or a closely related field, AND three (3) years of experience as a probation officer or parole officer.

Knowledge of
- Provisions of the Penal, Welfare and Institutions Codes and other relevant laws and code sections; principles and practices of juvenile and adult probation work, including evidence-based practices; treatment techniques and alternatives; principles of supervision, training, and evaluating performance; counseling and interviewing techniques; training resources; math sufficient to compile and analyze statistical information.

Skill/Ability to
– Work and communicate effectively with people of various education and socioeconomic backgrounds by respecting beliefs, interpersonal styles and behaviors of both clients and co-workers; operate contemporary office equipment inclusive of computer, keyboard, and all applicable electronic equipment; present legal and other information clearly and concisely at court hearings and other agencies; handle crisis and sensitive situations; develop, implement and evaluate program plans; efficiently organize and schedule work of staff; prepare and submit reports and grant proposals; gather and analyze information and make recommendations for caseloads and program plans; work cooperatively with peace officers, public officials, probationers, staff, and the general public; supervise, train, and evaluate subordinate staff.

Conditions of Employment:
Applicants must be at least 21 years of age at the time of appointment. Prior to employment, applicants who are not currently a peace officer employed with Tulare County Probation Department must successfully pass a medical exam that includes drug and alcohol screening, a psychological evaluation, and a thorough background investigation to determine fitness for the position.

Applicants must meet the minimum Peace Officer Standards as defined in California Government Code Sections 1029 and 1031. Applicants must have a reputation of honesty and trustworthiness. A felony conviction will be disqualifying and convictions for misdemeanors and traffic offenses will be assessed on a case-by case basis. The background investigation will include reports from former employers, educational institutions, law enforcement agencies, or other relevant sources.

As part of the background investigation process, all applicants subject to a background investigation will be required to submit to a CVSA examination. The CVSA examination is used to verify the veracity and accuracy of information submitted by applicants regarding, but not necessarily limited to: use of controlled substances, driving, criminal history, employment history, and other suitability factors. Candidates will be fingerprinted by Live Scan as a required part of the background investigation. Each fingerprint is scanned into a computer database at the Department of Justice and checked against criminal records nationwide. Information received may include charges that have been dismissed.

License or Certificate:

Possession of, or ability to obtain, an appropriate, valid California driver's license.

Conditions of Employment
Candidates selected will be required to pass a pre-employment drug and alcohol screening. Additionally, a background investigation may also be conducted, which may include a re-investigation every 10 years for some positions. An Employment Eligibility Verification using E-Verify may be required on the first day of employment for some positions. Some job classes may also require a physical exam.

Benefit Amount: An annual benefit amount is provided and may be applied towards health insurance premiums (medical, dental, vision and life). This benefit is pro-rated and paid on a pay period basis (24 pay periods).

Health Insurance: A choice of PPO and HMO medical plans which include PPO and HMO dental plans and include dental and vision coverage. Dependent coverage is available. Providers include Anthem Blue Cross, Kaiser Permanente, Delta Dental, and Vision Services Plan (VSP).

Retirement: The retirement plan is a defined benefit plan administered pursuant to the 1937 Act County Employees Retirement Act and integrated with Social Security. In addition to ordinary retirement benefits, the plan provides disability and death benefits. Retirement contributions are made by both the County and the employee. The County has reciprocity with the State of California, contracting PERS agencies, and all County 1937 Act Retirement Systems.

Paid Holiday Leave: 12 set days and 1 personal holiday.

Vacation Accrual:
2 weeks per year (0-3 years of service)
3 weeks per year (3-7 years of service)
4 weeks per year (7-11 years of service)
5 weeks per year (11+ years of service)
Limit of 300 hours.

FLSA exempt employees accrue an additional 5 days of vacation per year.

Sick Leave Accrual: 12 days per year with unlimited accumulation, 50 hours of which may be used toward family sick leave.

Group Term Life Insurance and AD&D: $10,000; Provided by Standard Insurance Company.

Disability Insurance: Employees are covered by State Disability Insurance. The premium is paid by the employee.

Deferred Compensation: A voluntary deferred compensation plan is available.
