This position directs, coordinates, evaluates, and supervises staff performance in the high-volume Land Records and Licensing Divisions. Organizes and manages workflow to ensure work is performed according to guidelines and procedures. Provides guidance and direction to staff in the interpretation of rules and regulations. Maintains proper documentation and delivers feedback to lead workers and employees regarding job performance, attendance, and disciplinary actions. Advises lead workers and staff on rules, regulations, office policies, procedures, and provides technical guidance to staff. Assesses accuracy in preparing documents and oversees the proper training of employees in all aspects of the work performed in the divisions. Conducts quality assessment by reviewing work generated. Conducts employment interviews and selections. Prepares office correspondence and supervisory reports and supports office financial management. Performs complex and non-routine work of the divisions. Responsibilities include recording all Land Records Instruments for Prince George’s County; managing the Business Licensing and Marriage License processes; and related data entry. Coordinate, direct, and evaluate lead workers and staff for compliance with judiciary policies and procedures. Communicate effectively with subordinates regarding office procedures, policy changes, information from management, etc. Assess problems, issues and conflicts and, depending on complexity and scale, either resolve independently or recommend solutions. Organize and manage workflow to ensure that work is performed efficiently, accurately, and according to guidelines. Ensure that proper training is conducted. Interpret and implement rules and regulations: Research, review, and analyze changes in the Maryland Rules of Procedure, Maryland code, Court policies and other decisions which affect office operations. Participate in employment interviews and the selection process. Provide and/or ensure that documentation and feedback is given to employees regarding work performance, attendance, disciplinary actions, etc. Analyze data and prepare written reports for recommendations and special projects. Write or assist with writing policies and procedures and oversee their implementation. Support the budget process by evaluating the needs of the division and providing information for staffing, equipment, space, etc. Project future needs. Sign checks written by the Fiscal department on behalf of the Clerk’s Office. Reconcile cash registers at end of day process. Reconcile end of month process and maintain log for auditing processes.

Education: High School Diploma (or GED equivalent)

Experience: Five (5) years of work experience, preferably in court operations, or in the fields of criminal justice, parole and probation, legal or financial services, to include three (3) years in a trial or appellate court of the United States. Two (2) years of supervisor experience.

Note: A Bachelor’s Degree may substitute two (2) years of non-court work experience.

A Paralegal/Associates Degree or 60 college credits may substitute two (2) years of non-court work experience.

A Paralegal Certificate may substitute one (1) year of non-court work experience.


Skills/Abilities:
Knowledge of general office practices, procedures, and equipment; court forms, practices, procedures, protocols, systems, and equipment required to support the specialized work of the assigned unit(s). Customer service etiquette. Job related terminology, codes, comments, notations, orders, policies, procedures, rules, regulations, and laws. Judiciary Human Resources policies and procedures.

Skill in customer service and handling problems tactfully and patiently; analyzing records, reports, and other business documents and noting details and facts pertinent to this assignment. Recommend modifications to improve procedures and practices. Read and apply laws, procedures, and regulations. Provide assistance, guidance, and direction to others in a polite and efficient manner. Apply job-related terminology, policies, procedures, regulations, and laws to define problems, collect data, establish facts, record data, appropriately complete forms, and provide information to customers. Develop, revise, establish, or implement office procedures and practices. Resolve unusual and/or complex situations in accordance with established procedures or assist staff in resolving cases requiring deviation from standard procedures. Establish and maintain effective working relationships with other employees, subordinates, superiors, and/or the general public. Communicate clearly, tactfully, and effectively with judges, the public, police agencies, attorneys, and other court officials and personnel, both verbally and in writing. Use standard office and business equipment including, but not limited to, personal computers, word processing, spreadsheets, database software, copier, microfilm machine, register, scanner, fax machine, etc. Identify and adapt rapidly to departmental needs and to reallocate staff and resources to meet work requirements. Ability to perform all essential functions of the position.
