POSITION PURPOSE:
Represents the interests of Wake County Public School System (WCPSS) by maintaining quality assurance standards for facility capital improvement projects. Manages building commissioning activities to ensure systems are properly designed, installed, tested, and capable of being operated in compliance with WCPSS guidelines and standards. Provides quality control through reviews of design documents and equipment submittals with an emphasis on constructability and maintainability. Supports the continuous improvement efforts of the capital building program by offering technical expertise and innovation in evaluation of current practices.

MINIMUM QUALIFICATIONS:

KNOWLEDGE, SKILLS, AND ABILITIES (KSAs)

▪ Extensive knowledge of mechanical systems and building automation systems, including ability to troubleshoot;

▪ Extensive knowledge of the building commissioning process relative to mechanical, building automation systems (BAS), plumbing and electrical systems, The American Society of Heating, Refrigerating and Air- rship in Energy and Environmental Design (LEED) standards;

▪ Knowledge of current building code requirements and NC statutory requirements pertaining to commercial construction;

▪ Working knowledge of the Occupational Safety and Health Administration (OSHA) requirements for field positions;

▪ Extensive knowledge of personal computers, including proficiency in Microsoft Office, specifically, Excel and Access, project, management software, and building automation software; Google Apps;

▪ Technical competence to analyze test and balance (TAB) data and heating, ventilation, and air cooling (HVAC) systems sequences of operation, and evaluate building energy data, and generating commissioning reports;

▪ Excellent organizational skills;

▪ Ability to support and promote a team environment that fosters an open exchange of ideas;

▪ Ability to verify building systems for proper operating performance through functional testing and checkout;
▪ Ability to read and interpret technical guidelines, building code requirements, schematics, project specifications, and design drawings;
▪ Ability to manage multiple projects in an organized and effective manner;
▪ Ability to communicate clearly and concisely both in oral and written form using a variety of communication techniques and tools to ensure the appropriate flow of information, collaborative efforts, and feedback;
▪ Ability to interact positively and effectively with design professionals, contractors, inspectors, principals, teachers, parents, and other school system staff.

EDUCATION, TRAINING, AND EXPERIENCE
▪ Associate' s degree in Electrical Systems, Mechanical Engineering Technology, or related field of study from an accredited college or university; AND

▪ Three years of directly related experience in areas of mechanical and building automation systems.

CERTIFICATION AND LICENSE REQUIREMENTS

▪ Must hold and maintain a valid motor vehicle operator's license according to the State of NC requirements.

PREFERRED QUALIFICATIONS:

▪ Bachelor’s degree in Mechanical or Electrical Engineering or related field;
▪ Experience with large building commissioning;

▪ BCA Certified Commissioning Professional (CCP), Certified Building Commissioning Professional (CBCP), or equivalent certification;

▪ Energy Manager Certification (CEM or equivalent).

SPECIAL REQUIREMENTS:

▪ May require emergency response availability;

▪ May need to travel to construction sites on a frequent and unscheduled basis.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

1. Delivers building commissioning services in coordination and support of WCPSS project management and
Maintenance and Operations staff to facilitate the efficient turnover of building systems.

2. Supports the WCPSS Design Guidelines which govern the design of all capital projects and provides technical expertise to develop recommendations for revisions.

3. Provides quality control through reviews of design documents (during various phases of the design process) and equipment submittals for compliance with Design Guidelines and project program requirements, with an emphasis on constructability and maintainability. Provides reviews with the goal of reducing change orders.

4. Provides reviews of submittals with an emphasis on ensuring compliance with WCPSS standards, contract documents, and equipment maintainability.

5. Proactively facilitates efforts toward continuous improvement of all building systems, including mechanical, BAS/controls, electrical, fire protection, data, and building envelope systems.

6. Provides quality assurance through participation in construction inspections of projects (rough-ins, overheads, substantial completion) to ensure compliance with design guidelines, contract documents, codes, and regulations.

7. Develops and/or improves processes (e.g., functional performance testing) to verify the functionality of systems in accordance with design requirements and sequences of operation.

8. Conducts inspections, functional performance testing, and TAB verifications in conjunction with installing contractors to ensure compliance with contract documents.

9. Continuously improves effectiveness and deliverables of the building commissioning program; provides oversight for outsourced services as required.

10. Assists in troubleshooting identified system problems, as required.

11. Maintains technical commissioning records and files on projects assigned to the Quality Assurance team.

12. Develops commissioning documentation forms such as checklists, functional performance tests, field reports, etc.

13. Provides post-occupancy evaluations of building systems, including an eleven-month warranty inspection to ensure operational compliance with contract documents.

14. Utilizes the Project Management software as needed for effective communication with project team members.

15. Coordinates with contractors, design engineers, and WCPSS staff as required to execute duties with minimal disruption to school operations.

16. Coordinates training for facility managers and occupants.

17. Performs other related duties, as assigned.

WORKING CONDITIONS:

  • PHYSICAL ENVIRONMENT

Must be able to use a variety of office equipment such as computers, scanners, and copiers. Must be able to communicate effectively using speech, vision, and hearing. At times requires the ability to lift, carry, push, pull, or otherwise move objects up to ten pounds. Requires bending, stooping, lifting, carrying, standing, walking, and climbing stairs, and ladders. Able to physically access all elements of a construction site. The work requires frequently driving automotive equipment.

WORK ENVIRONMENT

Must be able to work in an office environment and come into direct contact with school system staff, students, design professionals, contractors, and the general public. The primary workplace is an individual office space with adequate temperature and lighting. Visits to schools and other sites are also required with possible exposure to extreme weather conditions, dust, pollen, insects, and housekeeping chemicals. Comes in direct contact with design professionals, contractors, staff, students, and the general public.
