Project Overview

Bechtel Parsons Blue Grass is the systems contractor selected by the Department of Defense’s Assembled Chemical Weapons Alternatives program to design, build, systemize, test, operate, and close a facility to destroy the chemical weapons stockpile at the Blue Grass Army Depot in Richmond, Kentucky. The Blue Grass Chemical Agent-Destruction Pilot Plant (BGCAPP) will safely destroy 523 tons of mustard and nerve agent in projectiles and rockets. Neutralization followed by supercritical water oxidation is the technology selected by the Department of Defense to destroy the nerve agent, while the Explosive Destruction Technology will be used to destroy the mustard in the Blue Grass chemical weapons stockpile. Candidates for unescorted access to the Chemical Limited Area must successfully clear National Agency Check with Local Check (NACLC). All employees are subject to and agree to random drug and alcohol testing as a condition of employment. The ability to obtain/maintain access to the Blue Grass Army Depot is required. Must be physically fit and able to work safely at an operating plant.


Job Responsibilities

  • Understand the project scope, schedule, and cost objectives and work with the assigned department(s) to develop and implement a plan for successful execution that integrates execution plans for the project.
  • Develop and maintain achievable, resource-loaded, logic-driven schedules for the assigned scope area that integrate Engineering, Procurement, Construction, Start-up Operations and/or Closure work scope into a total project plan that meets the project’s delivery objectives, including: Long-term summary level plans that support the development of effective execution strategies.
  • Mid-range tactical delivery plans that support interdisciplinary coordination within an effective planning horizon.
  • Near-term detailed work plans that support task level planning and day-to-day workface coordination.
  • Actively participate in project risk management and change control processes, as needed.
  • Monitors, maintains, and reports schedule health metrics.
  • Reviews schedule changes for compliance with procedures. Implements plans and corrective actions, as necessary.
  • Prepare performance reports and special studies related to assigned scope for presentation to project, corporate, and/or customer management team(s).
  • Collaborate with supply chain and other project team members to identify, analyze, and provide innovative solutions to planning/scheduling and cost engineering challenges.
  • Complete all work in compliance with the project’s certified Earned Value Management System and corporate procedure requirements necessary to maintain the integration of the project’s resource-loaded Integrated Master Schedule, Cost Processor, and associated software tools.

Basic Qualifications

  • Bachelor's degree from an accredited university with at least 6 years of professional experience or in lieu of degree, a high school diploma or equivalent and at least 12 years professional experience.
  • This role requires a facility-specific clearance that requires U.S. Citizenship to obtain
  • Must be able to complete and pass a pre-employment drug screen and background check, which includes verification of employment and education.

Preferred requirements

  • Advanced working knowledge of Primavera P6.
  • Proficiency in using PC operating systems and several basic software applications such as Excel, Word, and PowerPoint.
  • Skilled in oral and written communication and providing management briefings.
  • Demonstrated ability to work effectively across project organizations.
  • Flexibility to respond to urgent project requests and/or changing priorities.
  • Ability to work under pressure and with minimal supervision.
  • Previous Earned Value Management System experience.


This project is subject to the Army Regulations (AR50-6 Chemical Surety) which governs persons performing work under the Chemical Personnel Reliability Program (CPRP) and Unescorted Access Program (UAP). Depending on the work performed and the access granted a government security investigation and other physical requirements such as respirators may be mandated. Eligibility to be placed in a CPRP or UAP position requires US citizenship.
