Role

OPHP seeks a Senior Planner to ensure OPHP's emergency planning efforts and plans are collaborative, operational and meet the needs of Boston residents. The Senior Planner will be responsible for oversight of all emergency plans associated with BPHC's role as the lead for coordinating public health and healthcare services during emergencies on behalf of the City of Boston. S/he will coordinate closely with OPHP and BPHC staff. Responsibilities will include:

Duties

Emergency Planning

  • Lead coordination of collaborative emergency planning efforts, including:
    • Establishing a working knowledge of all BPHC emergency plans, including City of Boston plans that BPHC leads and Boston Healthcare Preparedness Coalition plans.
    • Integrating BPHC-specific plans into overall ESF-8 (Public Health and Medical) plans.
    • Integrating plans with internal City of Boston and external public and private sector partners.
    • Maintaining oversight of partner plans from universities, businesses, and other public and private institutions that engage in integrated planning with OPHP. Updates plans as necessary.
  • Coordinate with OPHP staff to lead After Action Reporting (AAR) process for exercises and real-world activations for OPHP, BPHC, and the Boston Healthcare Preparedness Coalition.
    • Collecting, reviewing, and analyzing information to compile After Action Reports (AARs)
    • Overseeing the implementation of corrective actions, and update plans to reflect changes, as appropriate.
    • Continually improve AAR processes
  • Lead the process for the Centers for Disease Control and Prevention's annual Operational Readiness Review (ORR) for Medical Countermeasures (MCM). Maintain multiyear planning oversight and ensure improvements for MCM and Emergency Dispensing plans are made in line with annual grant deliverables.
  • Support training and exercise efforts related to implementation of BPHC emergency plans
  • Assist with the oversight and management of the OPHP Integrated Preparedness Plan (IPP)
  • Lead coordination and planning efforts with internal and external agencies on sector-specific planning initiatives, including but not limited to local universities, biological laboratory safety, USPS, and others.
  • Serve as a representative for local public health emergency initiatives on local, state, and federal working groups, as assigned.
  • Research and analyze federal, state, and local policies, guidelines, and best practices to inform plan development and decision making.
  • Oversee staff, including temps, interns, and contractors, that are employed to deliver planning deliverables.

Response and Recovery Operations

  • Serve as a Duty Officer for the Boston Public Health Commission's Medical Intelligence Center (MIC) to ensure 24/7 coverage, after participating in required onboarding
  • Staff the MIC during emergencies affecting public health and healthcare
  • Maintain an ongoing awareness of all OPHP emergency operations plans, protocols and procedures and demonstrate understanding of one's role in these plans
  • Participate as required in all OPHP and BPHC emergency responses
  • Participate in trainings and other educational opportunities to enhance knowledge of public health emergency preparedness, response and recovery field

Program and Project Management

  • Ensure that project goals and objectives are consistent with both federal and state grant guidance.
  • Prepare project status reports, grant reports, and briefing materials as requested.
  • Collaborate regularly with OPHP leadership and staff to ensure coordination and support among OPHP programs and projects.
  • Represent OPHP at meetings, conferences, and other events as needed.
  • Manage multiple competing priorities and ensure each is completed on time.
  • Collaborate and meet with management staff to determine program requirements, standards and goals.
  • Assist in effective operations and compliance with established standards and/or contracted goals & objectives

Perform other duties to support OPHP operations as required.


Core competencies include the ability to: describe the agency role and follow the chain of command in emergency response; demonstrate her/his role in regular drills; adapt to and support rapidly changing and evolving emergencies; and recognize deviations from the norm that might indicate an emergency and take/facilitate appropriate action(s) such as communicating clearly within the chain of command.


Works in a confidential capacity with the Associate Director and meets regularly regarding all aspects of program operations, including but not limited to matters pertaining to program staff and other confidential matters. Operates independently. Uses independent judgment and discretion to make decisions affecting the program and staff as it relates to program operations/services and BPHC policy. Promotes OPHP's mission and vision while upholding its six core values.


Minimum Qualifications

Master's degree in public health, emergency management, or a related discipline with 2 years or more demonstrated experience in roles involving significant planning and coordination; or a BA/BS and at least 4 years of demonstrated experience in roles involving significant planning and coordination in a related field; or a GED or High School Diploma and at least 6 years of demonstrated experience in roles involving significant planning and coordination in a related field.

  • Significant experience working collaboratively with planning partners required.
  • Demonstrated experience writing collaborative operational plans required.
  • Ability to manage project milestones and deadlines required.
  • Proven ability to manage and lead under stressful conditions during emergency responses required.
  • Ability to exercise tact and sound judgment required.
  • Excellent written and verbal communication skills required.
  • Strong organizational skills required.
  • Ability to write clear, concise reports based on relevant research and data required.
  • Works well as a member of a team and establishes and maintains professional working relationships with internal programs and external community partners required.
  • Excellent relationship building skills with an ability to prioritize, negotiate, and work with a variety of internal and external stakeholders is essential.
  • Advanced knowledge & experience with MSOffice, MS Word, MS Excel, and PowerPoint required.
  • Knowledge of the principles and practices of Public Health Emergency Preparedness (PHEP) required.
  • Experience with developing and implementing monitoring and evaluation processes, including after action reviews and other evidence-based efforts required.
  • Experience in emergency management, as well as knowledge of healthcare systems preferred.
  • Familiarity with the Centers for Disease Control (CDC) and Assistant Secretary for Preparedness and Response (ASPR) standards for public health and healthcare emergency preparedness desired.
  • Familiarity with and knowledge of local community agencies, public sector work, and working with state and federal agencies desired.
