Summary

  • Bexar County Information Technology (BCIT) provides services and support to 51 County Offices and Departments and almost 5,000 employees. The BCIT Project Management Office (PMO) manages projects ranging in size from $50K to $25M and is typically running 12-15 projects concurrently. It is expected that a Sr PM will manage multiple projects at one time.
  • BCIT project managers operate under the PMO and follow processes defined by the PMO, Project Review Board, and Change Approval Board. Additionally, PMs work directly with other BCIT service lines including Infrastructure, AppsDev, Enterprise Business Systems, Technical Support Services, Quality Assurance, Legacy Systems, and Business Relationship Management.
  • The Sr. PM requires extensive project management experience, exceptional communication skills, and the ability to maintain organized project documentation using Service Now and M365 Applications. This position will also posess the ability to show assertiveness, leadership, problem-solving skills, and ability to persuade and influence others.
  • This position requires dedication to achieve performance excellence, deliver services, and supervise project teams in a telework environment.

Duties and Responsibilities

  • Serves as subject matter expert, individually motivated and operating with a sense of urgency and personal accountability
  • Supports and drives timely implementation of projects
  • Manages multiple technology projects simultaneously
  • Adheres to PMO processes which follow both PMP and SDLC Methodologies
  • Develops and maintains project management documents for use throughout the project
  • With little or no oversight, facilitates and leads various types of meetings, including project planning/status meetings, technical discussions, stakeholder meetings, and vendor meetings
  • Responsible for meeting agendas, minutes, and weekly status reports
  • Provides timely follw up on project action items
  • Builds, tracks, and updates project schedules using MS Project and Service Now
  • Manages deadlines and ensures project timelines are met
  • Implements project scope and budget controls
  • Elicits, analyzes, and documents business requirements and processes
  • Collaborates with customers to assess/validate requirements to ensure proper solution functionality
  • Works directly with IT service lines to prioritize tasks and assignments on projects, ensuring that the appropriate resources are assigned to projects
  • Coordinates with vendors and suppliers; obtains and submits purchase requests
  • Monitors vendor SOWs to ensure commitments are being met accurately and on time
  • Works with vendor PMs to plan and execute deliverables
  • Assesses escalations identified by project teams and escalates to leadership when necessary
  • Develops thorough communication plans, including communication content development
  • Effectively communicates complex ideas in a clear and concise manner across functional and technical departments, both verbally and in writing
  • Coordinates and tracks testing and training activities
  • Develops Powerpoint presentationsfor various audiences
  • Performs other related technology duties and projects as assigned

Minimum Qualifications

  • Graduation from an accredited college or university with a Bachelor Degree in Business, Computer Science or a closely related field, and 7+ years’ of Project Management experience in a technology environment; or an equivalent combination of education and experience
  • Must have a Project Management Professional (PMP) certification
  • Must have experience managing IT projects and working with technology vendors
  • Excellent knowledge of information technology industry and an extensive understanding of project management methods and tools
  • Experience in business process analysis methods for requirements gathering and validation
  • Keen ability to asses risk and mitigate issues, providing recommendations for pivoting implementation strategy or project approach when necessary
  • Ability to represent the County in a professional and effective manner; ability to interpret and explain policies and procedure; ability to drive collaboration, achieve effective solutions, and manage multiple projects simultaneously; ability to establish and maintain effective working relationships with co-workers, stakeholders, County employees, Elected/Appointed Officials, outside organizations and agencies, vendors and the general public
  • Demonstrates technological intuitiveness
  • Must have exemplary writing skills
  • Must secure and maintain a favorable background investigation and clearance
  • Must clear a pre-employment physical and a pre-employment drug screen test
  • Required to be on call 24 hours
  • May be required to work more than 40 hours during the workweek
  • May be required to work weekends
  • This position may need to satisfy the requirement of completing and passing an assessment during the employment process

Preferred Qualifications:

  • Project Management Office (PMO) experience
  • Understanding of government purchasing standards and practices
  • Experience reviewing SOWs/SLAs/MSAs and other forms of contracts and agreements
  • Excellent PowerPoint presentation development skills
  • Above-average proficiency using Microsoft Project and Excel
