The Role

The System Safety & Security Training Coordinator is responsible for the overall coordination of Public Safety training at Metro. This includes developing and implementing programs which would establish training goals for both introductory field training programs and continuing education requirements for the agency. The Training Coordinator must possess a comprehensive understanding of training curriculum development and a knowledge of industry training requirements. This role is responsible for managing, designing, developing, coordinating and conducting all training programs. The Training Coordinator will need to possess the ability to successfully present programs to adult learners and choose appropriate training methods per case. Responsibilities will include communicating with managers to identify training needs and mapping out development plans for teams and individuals.

Responsibilities

  • Develop and update the department’s training policies and procedures to meet best practices in industry and State Safety Oversight Regulations.
  • Must be adept in baseline security awareness topics: situational and behavioral awareness, de-escalation, surveillance, response procedures, self-protection, system safety and security
  • Create an annual training schedule the will fit department and agency requirements for individual employees.
  • Create and maintain updated curriculum database and training records for individual employees.
  • Develop and oversee an expansion of field training programs for new employees.
  • Host train-the-trainer sessions for internal subject matter experts.
  • Work to develop cooperative training programs with outside agencies (e.g. National Transit Institute, Transportation Safety Institute, and Center for Domestic Preparedness).
  • Select appropriate training methods or activities (e.g. simulations, mentoring, on-the-job training, and professional development classes).
  • Conduct department-wide training needs assessment and identify skills or knowledge gaps that need to be addressed.
  • Use known education principles and stay up-to-date on new training methods and techniques.
  • Design, prepare and order educational aids and materials.
  • Gather feedback from trainers and trainees after each educational session.
  • Utilize Learning Management Systems.

Knowledge, Skills, & Abilities

  • Experience with emergency planning and response
  • FEMA Courses: IS 100, 200, 300, 400, 700 & 800
  • Comprehensive understanding of NIMS and ICS processes
  • Intermediate proficiency with Microsoft Office suite (e.g. Outlook, Word, PowerPoint, and Excel)
  • Familiar with the Homeland Security Exercise & Evaluation Program (HSEEP) and how to develop and implement full-scale, function, and tabletop exercises
  • Perform well under pressure and tight deadlines that often come with crisis situations
  • Possess problem-solving skills that assist in developing solutions and making complex decisions under pressure
  • Work independently with little or no supervision
  • Experience in the application of policies put in place by the Federal Emergency Management Agency (FEMA)
  • Familiarization with industry standards and best practices for safety, security, and emergency management within public transportation (FTA, APTA, TSA, ADA, etc.)
  • Knowledge of project planning, design, implementation, and management
  • Proven work experience as a Training Coordinator, Trainer, Training Facilitator or similar role.
  • Hands-on experience coordinating multiple training events in a professional setting.
  • Extensive knowledge of instructional design theory and implementation.
  • Intermediate proficiency with Microsoft Office suite (e.g. Outlook, Word, PowerPoint, and Excel)
  • Adequate knowledge of learning management systems and web delivery tools.
  • Proven ability to complete full training cycle (assess needs, plan, develop, coordinate, monitor and evaluate)
  • Familiarity with traditional and modern job training methods and techniques.
  • Advanced organizational skills with the ability to handle multiple assignments.
  • Certification as a trainer/instructor in multiple areas.
  • Strong communication skills.
  • Knowledge of National Incident Management System, Incident Command System, Stop the Bleed, and Management of Transit Emergencies, Anti-Terrorism Security and Transit System Security Design.
  • Experience directly instructing and presenting training programs in a professional setting.
  • Experience with training curriculum creation and evaluation.
  • Completion of a recognized trainer development program.
