SUMMARY DESCRIPTION:
Under direction of the chief safety officer, in the Department of Systemwide Safety and Security Management (DSSEM), the safety and security training coordinator (training coordinator) is responsible for continuously assessing the learning and training needs of departmental staff, administrators and the community to create, implement, monitor, and assess the impact of a learning progression focused on the safety and security of students, staff, and school communities. Creates, administers, coordinates, monitors, assesses, and evaluates systemwide safety, emergency preparedness training and other security-related training for DSSEM staff; newly hired DSSEM employees; in-service training, safety, security, emergency preparedness, and other specialized training and provides professional learning to support the individual and district level needs. Creates and coordinates training for school and building administrators and individuals serving on the on-site emergency team (OSET). Leads and coordinates community and student outreach; creates and leads community/student advisory boards/committees to receive feedback to build and/or enhance programming. The coordinator works collaboratively with Office of Student Support and Well Being (OSSWB) and serves as a liaison between MCPS and the Montgomery County Police Department, community engagement officers (CEOs); and works collaboratively with the innovative and progressive systemwide training coordinator, to ensure that training is visible in all segments of the MCPS culture around student well-being, safety and emergency preparedness. Is responsible for emergency drill trainings, incident command training, and other professional learning for safety and security staff members. Keeps abreast of local, state and federal law; current school safety, security, and emergency preparedness concerns; required training methods, materials and best practices. Consults with MCPS training specialists, state, local, and federal school safety, security, and emergency preparedness experts; confers with the DSSEM supervisors, Office of the General Counsel; and central office administration to identify needed training; continuously evaluates, assesses effectiveness and makes necessary changes to ensure maximum effectiveness of the DSSEM professional development program. Regularly collects staff data and analyzes multiple data points to inform timely professional development topics for staff. Training is delivered through hybrid and in-person instruction, prepared courses and materials, demonstration, and other staff development. This is a centrally based position; however, site and school visits will be required.

CERTIFICATE LICENSE:
Valid Driver's license required.


KNOWLEDGE, SKILLS, and ABILITIES:

Thorough knowledge of Montgomery County Public Schools (MCPS) structure, policies; local, state and federal law relative to safety, security and emergency preparedness, including COMAR; and procedures related to the adult learning, safety and security, presentation/ staff development skills. Ability to assess professional growth needs of staff and security personnel to develop and implement effective training programs. Knowledge of restorative justice and restorative practices, antiracism, and equity, and ability to connect these =concepts to security and safety structures and practices. Skilled with the development of a measurable learning progression that aligns with the needs of personnel and the district. Excellent skills with the development and delivery of presentations and content for adult learners. Ability to evaluate data and effectiveness of the professional development program and individual sessions to make the necessary improvements. Knowledge of the adult learner. Skilled with facilitative processes and building consensus. Ability to effectively collaborate with county partners and engage in cross-office collaboration. Excellent oral and written communications and human relations skills. Ability to routinely utilize current technology to develop needed training. Ability to work collegially with others, and effectively conduct large and small group trainings through in-person and virtual platforms and applications. Skilled with data analysis and ability to synthesize and present data interpretations to administrative staff and other stakeholders. Must be able to evaluate and understand data to assess effectiveness of training and ability to redirect efforts.

EDUCATION, TRAINING, and EXPERIENCE:
Bachelor's degree from an accredited college or university. Master's degree preferred. Experience with teaching and/or implementing restorative justice, safety and security practices and/or emergency preparedness, trauma informed practices, and culturally relevant instruction and/or leadership. Experience creating training programs, writing and/or procuring curriculum for specialized subject matter; experience presenting in a professional environment; experience creating and implementing security and/or safety related curriculum, lessons plans, or professional learning programs preferred.
