Bureau of Family Health – RN Program Consultant

This position serves as the Nurse Consultant for the Office of Public Health (OPH) Bureau of Family Health (BFH) which includes the Maternal Child Health Programs and the Clinical Systems and Programs. Provides professional nursing consultation, clinical direction and continuous quality assurance assistance to public health staff and contractors statewide.

40% Provides professional nurse consultation, pediatric nursing expertise, clinical direction, continuous quality assurance, and technical assistance. Oversees pediatric specific contracts for Clinical Systems and Programs. In collaboration with the Clinical Systems and Programs team staff, develops, implements, and monitors programmatic Continuous Quality Improvement Plans. Serves as Quality Assurance Coordinator in which statewide qualitative assurance activities are developed, implemented, and assessed on an on-going basis to assure the highest quality pediatric health services are provided. Quality Assurance Activities must include corrective action plans and include designing, implementing and monitoring evaluation tools. Serves as Training Coordinator and Electronic Health Record developer/trainer to ensure that all statewide clinical staff are properly trained in accordance with most recent pediatric guidelines and electronic documentation. Manages data management and patient encounter data system to ensure the collection of service utilization data that facilitates accurate billing and maximum receipt of client and Medicaid payments by developing and promulgating policy. Collaborates with all Clinical Systems and Programs staff to ensure State Administrative Regulations and Rules are current.

20% Participates in policy decision-making, program development and implementation of pediatric population-based and other clinical issues that may impact the health of the statewide community-at-large. Evaluates the effectiveness, accessibility, and quality of personal and population-based services by the collection and maintenance of data.

15% Conducts site visits (in-person or virtual) to perform programmatic reviews and training, review staff utilization practices, standards of health care, and adherence to programmatic policies and procedures for all clinical sites.

10% Researches, prepares and implements continuing education programs for public health and private contract staff in collaboration with BFH staff responsible for training. Assures a competent public health workforce by systematic evaluation of needed skills and the establishment and maintenance of policies and procedures that assure quality.

5% Collaborates with BFH program administrators to set goals and objectives for the implementation of changes and programmatic and agency policies and procedures; participates in long-range planning. 5% Represents the agency as a recognized expert in the pediatric nursing field to federal, state, and community agencies.

5% Provides professional nursing consultation and supervision in response to emergency situations in the community and statewide. Responds to emergencies and public health /bioterrorist threats on a 24-hour basis. Performs other duties as assigned. Must have unencumbered current Louisiana license issued by the Louisiana State Board of Nursing

Qualifications

MINIMUM QUALIFICATIONS:
Possession of a valid Louisiana license or temporary permit to practice professional nursing or a multi-state license issued by a Nursing Licensure Compact (NLC/eNLC) state plus five years of professional nursing experience.

SUBSTITUTIONS:
A baccalaureate degree in nursing will substitute for one year of the required experience.

A master's degree in nursing or public health will substitute for one year of the required experience.

A doctorate in nursing or public health will substitute for two years of the required experience.

Specialized degrees will substitute for a maximum of two years of the required experience.
NOTE: Any college hours or degree must be from an accredited college or university.
