Youth/Teen Recreation Program Specialist

Tukwila Parks and Recreation is searching for an enthusiastic and positive community-oriented professional who is eager to learn and enjoys working in a highly dynamic team environment. The Recreation Specialist assists with the planning, promotion, organization, scheduling, implementation, evaluation and supervision of recreation and enrichment activities, programs, and events. The Specialist joins a dedicated team of parks and recreation staff and volunteers to help plan and implement a comprehensive array of fitness, sports, arts, camps, enrichment, special events and other recreation activities serving preschool, youth, teen, adult and senior populations. The successful candidate selected for the role will primarily focus their work around serving youth and teen populations while supplementing their time serving other populations across multiple program areas.


This position, under the direction of a Recreation Coordinator, is integral in helping assure the successful execution of a wide variety of tasks and initiatives in close collaboration and coordination with others, while also helping us design the strategy for present and future services that we provide to our community.

Tukwila Parks and Recreation is a diverse and fast-moving department filled with dedicated professionals working to ensure a more livable and engaged community. We are a department in transition - emerging from the COVID-19 pandemic by meeting people where they are and safely reintroducing the community to public spaces and activities. The Tukwila Parks and Recreation Department is home to 159 acres of parks, 12 miles of trails, Foster Golf Links - an 18-hole PGA-rated golf course, and the 48,000 square foot Tukwila Community Center. Essential Duties and Responsibilities

Assists with development, planning, scheduling, organizing, implementation and supervision of various activities and events. This includes overseeing the set-up of facilities for programs and special events, overseeing daily activities, coordinating staff and volunteers, and scheduling facilities and equipment.

Prepares and maintains various reports, records, schedules, marketing and outreach plans. Operates computer registration system and provides customer service.

Assists with the recruitment, training, supervision, and evaluation of contract instructors, seasonal employees, and volunteers.

Maintains order, ensures the safety and well being of program participants and facilities. Enforces policies and procedures. Communicates with program participants.


Provides direct leadership for assigned program, these may include special events, educational curriculum/classes, workshops, trips, and social activities. Performs community outreach, researches alternative funding sources such as donations, grants and community partnerships to support assigned programs.

May provide transportation for assigned program by using a city van and upkeep of van, including weekly cleaning.

Maintains reasonable, predictable, and regular attendance to provide coverage and service of programs.

Serves as Acting Recreation Program Coordinator as assigned.

Education, Experience and Other Requirements

TRAINING, EXPERIENCE AND LICENSING REQUIREMENTS (Position requirements at entry):

Minimum of Associate's Degree in related field and three years of related recreation program experience; or an equivalent combination of education and experience which provides the knowledge, skills and abilities sufficient to perform the essential elements of the job.


  • First Aid and CPR certification; and
  • Valid Driver's License

PHYSICAL ACTIVITY/REQUIREMENTS:

Positions in this class typically require: stooping, kneeling, crouching, reaching, lifting, mobility, fingering, grasping, talking, seeing, hearing, and repetitive motions.


Medium work: Exerting up to 50 pounds of force occasionally, and/or up to 20 pounds of force frequently, and/or up to 10 pounds of force constantly to move objects. Some positions may require greater periods of walking and/or standing.

MEDICAL/DENTAL/VISION INSURANCE
The City of Tukwila offers a comprehensive benefit package to all regular full-time and regular part-time employees and their eligible dependents, including domestic partners (DP) and domestic partner's children (a tax penalty applies to the domestic partner portion of the premium). Part-time employees pay a pro-rated share of the premium.

Employees have the option of choosing from the City's self-insured plan that is administered by Healthcare Management Administrators (HMA) and is part of the Regence Preferred Provider network; or Kaiser Permanente, an HMO, for medical and prescription coverage.

The dental plan is provided through the City's self-insured plan and covers preventative, basic, and restorative services to an annual maximum of $2,000. An incentive level applies to these services ranging from 70% to a maximum of 100% coverage. Orthodontia is available for dependent children to age 19.

Vision coverage is provided via Teamsters through Northwest Administrators, Inc. Coverage includes an annual eye exam and vision hardware.

PAID LEAVE
Sick leave: Sick leave accrues at the rate of 4 hours per pay period (pro-rated for part-time employees.)

Vacation: After six months continuous employment, six (6) days of vacation is awarded and then accrues at the rate of 4 hours each pay period (pro-rated for part-time employees). Additional vacation days are awarded annually after 3 years through 15 years of service, to a maximum accumulation of 384 hours.

Holidays: The City of Tukwila recognizes ten (10) holidays and two (2) floating or "personal" holidays each calendar year, unless otherwise specified in a labor contract.

RETIREMENT
Membership in the Washington State Retirement System PERS 2, PERS 3, or PSERS 2 plans, as applicable, is required. The employee and employer both contribute to the plans.

Deferred Compensation Program (457B): Employees may choose to set aside a portion of their earnings on a tax-deferred basis for retirement purposes. The City offers three investment programs: Mass Mutual, ICMA-RC, and Security Benefits Group.

LIFE AND LONG TERM DISABILITY INSURANCE
A basic life insurance policy of $50,000 is provided for Teamsters represented employees. (Part-time employees pay a pro-rated share of the premium.)

Supplemental life insurance is available at group rates through payroll deduction for employees and their dependents.

A long term disability (LTD) policy is provided for Teamsters represented employees at no cost. The policy provides for up to 60% of salary replacement to a maximum of $6000 monthly.

FLEXIBLE BENEFITS
The Flexible Spending Account (FSA) allows employees to set aside a portion of their salary, tax-deferred, to pay for out of pocket medical expenses; dependent care expenses (child and adult); and adoption expenses.

EMPLOYEE ASSISTANCE PROGRAM
The City of Tukwila contracts with an outside agency to provide confidential personal or job related counseling and referral assistance to employees and their eligible dependents at no cost.

LONGEVITY
Longevity pay is awarded after five years of service and increases at 10, 15, 20, 25, and 30 years.

OTHER INFORMATION & BENEFITS

Commuter Incentives: ORCA Cards for commuting via regional transit; Van Pool - may be eligible for $100 monthly incentive; Alternate Commuters - carpool/rideshare, walk, or bicycle may be eligible for $60 monthly incentive.

Hours of Work: The normal work week is forty hours, Monday through Friday. Flexible work schedules may be available, based upon business necessity. Pay Days: Pay days occur on the 10th and 25th of each month (24 pay periods annually). Direct deposit of pay is available.
