ORGANIZATION SUMMARY
Upward Bound House (UBH) is a leader in serving homeless families. We believe that no child should sleep in the streets or be deprived of their full potential due to lack of a home. UBH aims to empower every family, regardless of their barriers, to achieve self‐sufficiency and lead productive, fulfilling lives. We seek to accomplish this goal through a comprehensive range of individualized services that promote family strengthening, educational achievement, gainful employment, and permanent housing. We operate a variety of interim and permanent housing and service programs on the Westside and South Los Angeles designed to help homeless families obtain housing and remain housed permanently.

POSITION SUMMARY:
The Program Manager will be responsible for implementing UBH’s Rapid Rehousing (RRH) program. This program offers short‐term rental assistance combined with linkages to employment and other supportive services, in order to end clients’ homelessness and create long term self‐sufficiency. Using a Housing First approach, clients are stably housed through the support of the Housing Case Manager. The Program Manager will be responsible for overseeing case management services that assist clients in retaining their housing as well as being good tenants and neighbors. Additionally, he/she will be responsible for building partnerships with landlords to assist in mediating landlord/ tenant issues, as well as gain access to available housing units.

Essential Duties
Primary duties include, but are not limited to, the following:
Administration
  • Administer and oversee programs and direct services staff.
  • Develop and/or update written program policies and protocols.
  • Provide training and guidance on written program policies and protocols.
  • Ensure integration of Evidence Based Practices, standards of excellence, and UBH’s core values into daily work and programming.
  • Work collaboratively and strategically with other community organizations to support a seamless and coordinated system of care.
  • Provide oversight on financial assistance and track budget spenddown.
  • Manage audit or monitoring requirements of programs, be the point of contact for all external and internal audit/monitoring activities.
  • Interface with Funders in conference calls, meetings, trainings etc.

Program Management
  • Provide leadership, guidance and direct supervision of program staff.
  • Oversee service delivery and develop quality control issues to maintain the highest standard of services.
  • Oversee the day‐to‐day management of program activities including client enrollments, creation of individualized housing stability plans, housing location, coordination of rental assistance and stabilization services, including linkages and referrals to appropriate service providers.
  • Generate and analyze program reports monthly to identify trends and make projections or recommendations for program modifications.
  • Respond to emergency and priority situations such as safety and security measures.
  • Submit timely payment requests to Finance for financial assistance.
  • Ensure compliance of grants and contracts; work with development and finance teams to implement and/or improve reporting tools; and ensure timely, accurate reports and communications to funders, Board of Directors, management team and staff.
  • Problem‐solve with landlords and participants to address any issues.
  • Collaborate with pertinent stakeholders to improve and enrich UBH programs.
  • Represent UBH through participation in external meetings with partners and potential collaborators.
  • Development of a) program rules and policies, b) long‐ and short‐range goals and plans, c) program evaluation, and d) budget preparation and monitoring.
  • Recommend course‐correction and submit for approval to program management.

Reports/Contracts and Compliance
  • Oversee tracking, charting and documentation of services, file maintenance, and budget compliance.
  • Responsible for the achievement of program goals including budget spend down.
  • Ensure program compliance in accordance with all applicable laws, regulations and contractual requirements.
  • Ensure staff are completing all required documentation in HMIS and other funder and UBH mandated databases.
  • Generate weekly audit reports to track staff data entry into HMIS and other required databases.
  • Spot check participant files to ensure compliance with contract provisions.

Human Resources
  • Hire direct report staff, provide feedback and evaluation on a regular basis.
  • Support and coach team in professional skills and its place in the UBH system of care and the larger social services continuum of care.
  • Identify staff development needs and activities. Work closely with the team to bring in training opportunities and identify areas for professional growth in coordination with Quality Management.
  • ClientServices– Provide guidance and oversight around all aspects of service provision. This includes outreach, referral resources, landlord relationship building and housing navigation, and case management services. Ensure staff are working with tenants to develop “good neighbor” habits and interface with neighboring properties to ensure UBH is seen as good neighbor. Coordinate interventions with case managers and mental health provider staff both internal and external to ensure that services delivered promote housing retention and community integration.
  • Perform other duties as assigned.

QUALIFICATIONS:
  • Bachelor’s Degree in a social work or science or related field. Masters a plus.
  • At least 3 years' experience in the social service field working with housing resources for homeless families.
  • Proven managerial experience leading a diverse team, to include mentoring, training, coaching and consistently communicating with staff and external stakeholders.
  • Proven leadership skills and management experience, including the ability to develop team performance and a genuine desire to coach and mentor.
  • Ability to synthesize information and knowledge in order to problem‐solve and achieve creative solutions and drive results.
  • Understanding and willingness to work with the Coordinated Entry System utilized in Los Angeles County.
  • Must have strong professional experience working with community/partner agencies.
  • Mastery in relationship building by cultivating principles of integrity, honesty, and trust including the ability to inspire staff and stakeholders.
  • Ability to work in a variety of settings with culturally‐diverse persons and communities with the ability to be culturally sensitive and appropriate.
  • Basic knowledge of housing and housing‐related laws specific in California.
  • Demonstrated knowledge of issues facing program participants (e.g. behavioral health, substance use, mental health, domestic abuse, child welfare, resources for undocumented persons).
  • Knowledge of social service agencies and community resources.
  • Excellent written and verbal communication and interpersonal skills.
  • Ability to advocate on behalf of UBH participants.
  • Ability to work in a team and supervise staff – training, coaching, disciplining, evaluating etc.
  • Good organizational skills, and ability to follow through from beginning to end on tasks and projects.
  • Knowledge of Microsoft Office Suite and homeless databases is essential.
  • Ability to maintain and execute confidential information according to HIPAA standards.
  • Ability to pass post‐offer Tuberculosis (TB) clearances and COVID‐19 clearances.
  • Local travel is required and is a regular duty for this position.
  • Use of a personal vehicle to travel between worksites and other locations is required.
  • Must have and maintain a valid California Driver’s License and insurance in good standing.
  • Successful completion of background screening.
