Overview:

The Performance Analysis & Quality Division (PAQ) at Oak Ridge National Laboratory (ORNL) is seeking qualified applicants for the position of Quality Representative (QR). This position is responsible for proactively deploying Laboratory policies, procedures, quality tools, and quality methodology that meet customers' requirements and achieve reliable and effective results supporting the customer's mission. The QR serves as an individual contributor that reports to the PAQ S&T Support, with deployed responsibilities to the science & technology organization, Energy Science & Technology Directorate. The QR will have regular interactions with the Chief Operating Officer (COO), ESH&Q Coordinator, and Quality Manager to determine quality initiatives for the organization.

Major Duties/Responsibilities:

  • Facilitates the integration of Quality into Science &Technology (S&T) projects and processes.
  • Effectively identify and understand customer needs, communicate quality principles that can be understood and applied within the unique aspects of the research and development (R&D) organization's work and influence the prioritization and development of quality initiatives by maintaining a fundamental understanding of the customer's mission, vision, goals, key processes, and work elements.
  • Operates as an integral part of the assigned Directorate team and management systems and is responsible for the low-cost, high-quality outputs, as well as other opportunities to enhance revenues, reduce costs, increase business flexibility, and improve customer experiences.
  • Ensures the Quality Management System is implemented and monitors and advises on how the system is performing which often includes the data analysis and organization performance monitoring in several areas including but not limited to quality and science productivity. Provide quality assurance support for implementation of a graded approach to quality requirements within an R&D environment, with increasing rigor as R&D progresses through research/technical maturity toward Demonstration, Pilot Production and/or Production activities.
  • Develop project plans, checklists, procedures, and guidance for efficient and effective deployment of management systems and organizations supported.
  • Contributes to, and in some cases negotiates, critical outcome elements stewarded by the deployed directorate management team.
  • Assists line managers/staff with the interpretation/implementation of Laboratory standards related to quality and the implementation of non-conformance processing.
  • Develops quality plans, objectives, and provides input to proposals.
  • Provides Quality Significant Reviews of the quality assurance and quality control requirements within procurement documents including solicitations, specifications, and statements of work.
  • Participates in application of the Calibration and Software Quality Assurance programs.
  • Provides QA review and oversight of work control documents including Research Safety Summaries (RSS), activity hazards analyses, internal operating procedures, and records.
  • Adds value by promoting organization integration of quality principles in a practical manner.
  • Lead or participate in organizational assessments, analysis of results, interpretation of performance measurement data from off-normal events and external reviews, etc., then makes recommendations for improvement. Also participate in supplier audits when necessary.
  • Monitors, evaluates, and communicates appropriate organizational performance-related information to the line managers they serve and provide inter-organizational integration of performance management issues, lead Laboratory-level improvement initiatives and special projects and provide a conduit for Quality related services.
  • Ensures Issues Management is appropriately implemented to minimize risks and prevent recurrence of issues.
  • Monitors corrective/improvement actions to ensure objective evidence is sufficient to support a timely resolution of issues.
  • Facilitates event management process as appropriate for unexpected events (E.g., occurrence reports, NTS reporting)
  • Conducts root cause analysis using established techniques to develop corrective action plans by working with responsible staff to address issues.
  • Continually search out new technologies and techniques to improve design, workflow, and optimization of processes, programs, and performance management functions and encourage continuous improvement throughout organization.
  • Leads continuous improvement teams to address and ensure consistency and efficiency in program and processes.
  • Participates in event critique, assessments, causal analysis, extent of condition reviews, effectiveness reviews project improvements, and/or benchmarking the quality management system in other ORNL organizations.
  • Works with the directorate-level Quality Manager to establish quality program priorities and needs.
  • Operates and communicates effectively and efficiently with all levels of ORNL and sponsor management concerning quality issues.
  • Establishes relationships and works effectively with both external and internal customers to meet goals and assess customer satisfaction.
  • Builds and develops strong relationships with peers and others to exchange feedback on issues or concerns.


Basic Qualifications:

  • A Bachelor’s Degree in science, engineering, or a related field.
  • A minimum of eight years of quality management and/or research experience.
  • Experience in leading developing, revising and maintaining procedures and completing technical reports.
  • This position requires the ability to obtain and maintain a clearance from the Department of Energy. As such, this position is a Workplace Substance Abuse (WSAP) testing designated position. WSAP positions require passing a pre-placement drug test and participation in an ongoing random drug testing program.


Preferred Qualifications:

  • Strong technical background in ESH&Q, the conduct of operations, quality assurance, configuration management, systems operability, and related fields are desired.
  • Familiarity with NQA-1, ORPS, PAAA, and DOE regulations is desired.
  • Auditor or assessor experience, as well as proven decision-making skills, are desired.
  • Specific experience in Six Sigma methodologies and/or other process improvement methodologies, as well as the ISO 9000 Quality Management System, are considered plusses.
  • Demonstrated track record of investigation analysis and problem-solving is required.
  • Ability to grasp a diverse range of technical criteria and proactively recommend improvement opportunities that address organizational risks.
  • Strong computer and organizational skills with the ability to multitask are required.
  • Must have excellent verbal and written communication skills.
  • Strong analytical skills, project management, and customer service experience and the ability to independently understand, follow, explain, and implement complex instructions are necessary.

  • HSPD-12 PIV badge: This position requires the ability to obtain and maintain an HSPD-12 PIV badge.
  • Q clearance: This position requires the ability to obtain and maintain a clearance from the Department of Energy.
